On 20 Nov., 2014, the General Office of the Communist Party of China and the General Office of the State Council released the Advice on the Guidance for the Orderly Transfer of Rural Land Operation Right and the Development of Moderately Scaled Operation in Agriculture. Meanwhile, a notice that local governments and departments should carry out the policy in accordance with practical conditions, was also disclosed. The Chinese government regards land transfer and moderately scaled operation as the necessities for the development of modern agriculture. It is believed that these two factors will facilitate the optimization of land resource distribution, improvement of production rates, guarantee of grain security, supply of main agricultural products, promotion of agricultural technology application, and increase of yield and farmers’ income. In order to realize the aforementioned goals, the Chinese government insists on:
- Collectively owned rural land;
- Separation of land ownership, right of land contracting and right of land management;
- Guidance for the orderly transfer of land operation right;
- Basic position of household management;
- Active cultivation of new operation subjects;
- Development of multiple moderately scaled operation;
- Consolidation and improvement of basic operation principles in rural areas.
