Policy

In Q2 2025, the General Office of the National Development and Reform Commission (NDRC Office) issued a notice on the issuance of the Green Low-Carbon Advanced Technology Demonstration Project List (Second Batch). The project list includes 101 projects, covering three main directions: source carbon reduction, process carbon reduction, and end carbon fixation. The following are projects related to bio-based materials, biodiesel, and sustainable aviation fuel.

Market Dynamics and Corporate Aspects

In Q2 2025, the completion acceptance report for the 200,000 t/a wood (bamboo) lignin (wood fibre) construction project (Phase I) of Fujiu New Materials and the EI report for Yingfengyang New Material's agricultural and forestry bio-based new material construction project (Phase I) have been made public. In May 2025, EI report for the "Heilongjiang Guoke Bio-based New Material Lin Dian Pilot Base Project" of Guoke Bio was released; EI report for Chaoyue New Energy's 400,000 t/a straw carbon-heat cogeneration project was accepted.

In Q2 2025, the following domestic bio-based projects made new progress.

• Jindan Tech's 75,000 t/a polylactic acid biodegradable new material project
• Zhongtanhe Biomaterial's 50,000 t/a PLA fibre project
• Huanlong Ecology's bamboo fibre speciality project
• Huafon RuiXun's 60 kt/a bio-based PTT expansion project
• Xinsai Biology's cottonseed concentrated harpin processing project
• Tianyi Hongda's two bio-based projects
• Sanli Zhongke's bio-based furan ring and catalyst pilot project
