The series of policy measures in 2025 signifies that the pesticide industry is transitioning comprehensively from its previous extensive development model to a new phase of refined, high-quality development characterized by "safety, environmental protection, and efficiency."
Comprehensive tightening of oversight establishes a "full-chain" closed-loop system
Policies form a rigorous management closed-loop, spanning from pre-event production access (strictly controlling new additions, promoting enterprise relocation into industrial parks and zones) and product registration (optimising services while imposing stricter requirements), to in-process operations and use (real-name purchasing and traceability management for restricted pesticides), and finally to post-event waste recycling and enforcement supervision. This aims to thoroughly eliminate backward and non-compliant production capacity.
Green transition becomes a mandatory requirement
"High efficiency, low toxicity, low risk" and "environmental friendliness" have become clear directions for product structure adjustment. At the national level, through optimised registration policies, there is strong encouragement and support for the R&D and registration of biological pesticides (particularly microbial pesticides), which are positioned as a key tool for achieving the reduction and substitution of chemical pesticides.
Regulatory framework continues to improve, safeguarding the transition
Represented by the Ministry of Agriculture and Rural Affairs Order No. 3 of 2025, several core regulations have been revised. These revisions include clarifying that "pesticide TC cannot be produced under contract" and establishing a "data protection system for the registration of new pesticides." These amendments not only address regulatory gaps but also provide institutional safeguards for green innovation within the industry.
