In December, herbicide raw material markets diverged, driven mainly by supply-demand dynamics. Overall, the herbicide TC market remained stable, sustained primarily by exports amid sluggish domestic demand.

Company dynamics

• On 8 December, Jiangsu Agrochem published the EIA consultation draft for its "transformation and upgrading" project. The initiative encompasses 18 pesticide technicals, including pyroxsulam and pyroxasulfone.
• On 11 December, Ningxia Yuansheng started a new agrochemical project in Shizuishan. The first phase involves an investment of USD613 million (RMB4.34 billion) for 25,000 t/a of 18 categories of products including herbicides, fungicides, and insecticides.
• On 10 December, Lier Chemical's management held meetings with institutional investors. Discussions focused on the current industry landscape, prospects for core products, and the company's strategic development plans.
• From 12 to 13 December, Anhui Jiuyi participated in the Heilongjiang Plant Protection Exchange Conference. It highlighted its R&D and full industrial chain capabilities in technicals like tembotrione and pyroxasulfone. The company launched new pre-emergence herbicide series "Lannongle" and post-emergence herbicide "Badou" targeting corn field weed challenges in Northeast China, aiming to provide efficient and safe solutions for large-scale farming.

Policy

• On 3 December 2025, the Ministry of Agriculture and Rural Affairs formulated and issued the "2026 Special Action Plan for Online Pesticide Business Governance," deploying a year-long special governance campaign.
• On 9 December, the Ministry of Agriculture and Rural Affairs published a revised comparison table for the "Detailed Rules for the Review of Pesticide Production Licenses."

Registration
On 27 November, the list of the 13th batch of pesticide products proposed for registration was announced, including 128 herbicide products. Atrazine had the highest number with 9 mixed formulation applications.

Trade
From January to November 2025, China's cumulative export volume of herbicide formulations increased by 14.88% YoY, and the total export value rose by 11.66% YoY. Specifically, November exports saw a 12.94% YoY increase in volume and a 13.57% YoY increase in value.
