As the first province in China planned to carry out pesticide business license policy since 2010, Hainan Province has experienced a tough road to fully implement the policy. The deadline of the full implementation of the new policy, namely Implementation Measures on Business License Management of Pesticide Wholesale and Retail in Hainan Province (Trial) released in 2011 was again postponed by the Hainan Government due to the difficulty of balancing the interests of all parties.
This is the second time for the Hainan Government to postpone the deadline and it showed the large resistance the government encountered and the great difficulties existing during the full implementation.
Although the deadline date was postponed to late Sept. 2012 this time, some people still doubt the policy will be fully carried out at that time. As the bid inviting work of pesticide wholesale enterprises is still not launched, adding many large pesticide enterprises with considerable competitiveness, it is very hard for the Hainan Government to choose. It is predicted that the Hainan Government will change the rules and requirements in the new policy, aiming to get it fully implemented by the deadline.
