China implements increasingly stringent regulations on pesticides since the revision of Regulations of Pesticide Management in 2021. The Ministry of Agriculture and Rural Affairs of China (MARA) lays emphasis on quality, effectiveness and risk control with regard to the review of pesticide registration, prohibiting domestic registrations of pesticides with safety risks and encouraging applicants to file for safe and efficient products and add risk assessment during the application process. In China, the type code "PD" represents full registrations mainly for agricultural use, covering field pesticides (such as herbicides, insecticides, and fungicides), rodenticides, molluscicides, and grain storage pesticides; "WP" stands for pesticides for sanitary use (hygienic insecticide in general); and "EX", first introduced in the Announcement No. 269 in 2020, is for the pesticides registered for export only. Since 2022, full registrations of some field pesticides, such as paraquat, are being gradually converted to export-only ones when renewed.

In 2025, China approved 288 full pesticide registrations and 37 export‑only technical registrations (TC/TK), with no registrations converted from full to export‑only status. All products approved for domestic use met high‑efficacy, low‑risk and environmentally friendly criteria, with full registrations remaining the primary category. New export‑only technical registrations increased 12.12% YoY, of which 29 were classified as low-toxicity.
