According to the notice, agricultural departments should visit the offices of seed enterprises or seed production organisations to check if their production qualification meet requirement, if their products legal and if their production files complete, etc. In addition, agricultural departments should also visit seed production bases in fields to inspect their production acreage and collect samples. In addition to local agricultural departments' check, the MOA will also randomly inspect those seed production bases and offices.

With the standard sample provided by the MOA as contrast, the authenticity of the samples will be checked by the method of Simple Sequence Repeat (SSR) Molecular Markers according to standards including the Corn Variety Appraisal Procedure by SSR Molecular Markets (NY/T1432-2014) and the Rice Variety Appraisal Procedure by SSR Molecular Markets (NY/T1433-2014).

The genetically modified ingredients of the samples will be tested by test paper in the field by inspection institutions. These tests should be carried out by local agricultural departments. Without qualification for the tests, agricultural departments should choose institutions authorised by the MOA to do the tests.
