Tangshan introduces measures for crackdown on illegal sale of pesticides
     
Tangshan, Hebei Province—Recently, Tangshan Bureau of Agriculture has conducted thorough peer inspection of law enforcement over pesticides marketing. This initiative aims at regulating over pesticides market and avoiding market-disrupting by street vendors under the context of a variety of pesticides and peak season for marketing.
 
Law enforcement inspection focused on source of purchasing and point-of-sale terminal. Registration and filing system is exercised over pesticides purchase and sale. The adoption of these measures has blocked illegal purchase and sale of pesticides and further rectified the market order.
 
Registration and filing system is introduced into the link of pesticides purchase at the source management. At the beginning of the year which is the critical period for pesticides purchase, Tangshan comprehensive law enforcement team in agriculture carried out inspection over pesticide purchase for distributors one by one.
 
The inspection involves registration and filing in place, checkup for certificates and labels, censoring over targeted crops and application coverage. A Certificate for Pesticides Registration and Filing shall be issued if found qualified through examination. Those distributors failed to meet the requirements shall be dealt with immediately. Over the first half of this year, a total of 78 certificates were issued for 658 registered pesticide products while 12 substandard pesticide products were stripped out.
 
Supervision over pesticide marketing at the point-of-sale terminal was enhanced and violations were cracked down. Retail distributors are mainly scattered among rural communities featuring with worse environment, disorder operation, small-scale, various and disorderly-arranged categories. In view of the above-mentioned facts, Tangshan comprehensive law enforcement team in agriculture adjusted the strategies for inspection on time, and carried out thorough and universal inspection over end-distributors and retail distributors in county-bordering areas during April and May. 
 
The inspection revealed some shortcomings related with pesticides end-sale, including incomplete ledger for pesticide purchase and sale, failure to issue Trust Pass in time, improper business operation conditions, being co-housed with a grocery as well as potential security risk.
 
Besides issuing notices for rectification for distributors, the law enforcement team mapped out measures for standard-based operation, formulated Tangshan Information Release Notice for Good Supply Practice in Agricultural Inputs (Notice). The Notice covers relevant regulations and rules, responsible supervisor, inspection logbook, certificate for pesticides registration and filing, complaints hotline and so on. All pesticides distributors are required to put up the notice with unified format and posting requirements for public supervision.
 
Up to now, all pesticides distributors have put up the Notice in accordance with requirements in some counties and districts such as Luanxian, Kaiping, Guye, Qianxi and Fengnan. (Source: Hebei Institute for the Control of Agrochemicals, Tangshan Law Enforcement Team in Agriculture)
