Pilot project of two-tier evaluation on online application for pesticide registration
ICAMA launched the pilot project of two-tier evaluation on online application for pesticide registration. The project was announced at a kick-off meeting in Qinhuangdao of Hebei Province on November 16th, 2012.
The pilot project aims at deepening the reform of evaluation system for pesticide registration, improving work efficiency and bringing into full play the role of provincial ICAs. With the implementation of the project, ICAMA is exploring an approach to highly-efficient, science-based evaluation system which is practical and convenient for pharmaceuticals.
At the meeting, ICAMA Director-General Sui Pengfei stressed that the pilot project is an initiative to strengthen synergic action of higher and lower authorities in pesticide administration. This administrative innovation reacted to the changing situation.
Sui put forward requirements that relevant provincial ICAs under the coverage of pilot project attach great importance to the project and advance its implementation. To earnestly carry out the project, personnel training should be conducted to ensure science-based and lawful evaluation.
Participants to the meeting included ICAMA Deputy Director General Gu Baogen, Chief Agronomist Ji Ying, officials from relevant ICAMA divisions and four provincial ICAs.
The pilot project has been implemented in Hebei, Jiangsu, Zhejiang and Shandong since November 1st, 2012. The four provincial ICAs are responsible for the evaluation on product chemistry and efficacy data of me-too products submitted by pharmaceuticals within respective jurisdictions of four provinces. It is required that pharmaceuticals should file their applications on line for temporary registration and full registration.
To carry out the project, ICAs of Jiangsu Province and Hebei Province released their respective circulars on the implementation of two-tier evaluation on online application for pesticide registration. The circulars specified project activities, working procedures and implementation time. Shandong and Zhejiang provincial ICAs responded actively with specific measures to give priority to the implementation of the pilot project.
Based on the practice and experience, the pilot project is expected to roll out to other provinces gradually in 2013.
