ICAMA and head of a four-member study group arrived in Chongqing for a field visit on April 17, 2013.
In the company of Chief Agronomist Liu Baoyan of Chongqing Agricultural Committee, Director Zhao Yuekui and Deputy Director Dai Henglin of Chongqing ICA,
The group planned to stay for 10 ten days in the municipality. At their first stop in Chongqing ICA, Chief Agronomist Liu introduced Chonqing''s agricultural development, the major agro-chemical, disease and
pest incidences, as well as administrative practices of local institute.
Sui recognized Chongqing''s progresses in recent years, and noted the priorities and trends of pesticide management in the future. He emphasized three aspects of work: First, improve pesticide system.
The trail program of registration reviewing & approval should be launched, with clearly-defined responsibilities and coordinated activities between ministerial and provincial authorities. This program is expected to facilitate a harmonious operation of the agro-chemical control system at all levels. Second, implement the pesticide re-evaluation and registration project.
This project is not only helpful to improve pesticide registration system, but also effective to ensure the safety and effectiveness of registered pesticides. To this regard, it is quite important for provincial ICAs to work with ICAMA closely and provide first-hand reliable data in time. Third, since the new Regulations on Pesticide Management is going to be rolled out, the licensing system on pesticide business will be adopted at meantime, and the pesticide management will be upgraded to a large extent. Therefore, provincial ICAs are expected to provide support and coordination in the transfer of relevant functions.
It is believed that Sui''s field study will enhance the communication between ICAMA and provincial ICAs, and encourage the local staff to work harder in the future.
In the following days, the visiting group is scheduled to a number of districts and counties of Chongqing municipality namely, Changshou, Nanchuan, Wulong, Bishan, Yunyang and Wushan. The group will learn their development of pesticide production, marketing and use, and teach local farmers how to tell the good out of fraud pesticides, and use pesticides in a safe way; urge pesticide stores to fully apply the approach of enters-sells recording, and raise the staff''s awareness of major pesticide bans and constrictions; and provide guidance to pesticide businesses to improve their quality control system.(Source: Chongqing ICA)
