ICAMA held the Workshop on the Rotterdam Convention (RC) Implementation in Ningbo of Zhejiang Province during June 4-6, 2013, with an aim to review the overall development of RC implementation in recent years, and further enhance China''s capacity of RC enforcement.
Over forty delegates attended the Workshop, including officials from the RC Secretariat, the FAO Regional Office in Asia-Pacific (RAP/FAO), the Ministry of Industry and Information Technology (MIIT), the Ministry of
Environmental Protection (MEP), the Ministry of Agriculture (MOA), the General Administration of Customs, and the Pesticide Industry Association, and representatives from a number of pesticide manufacturers as well as foreign trade enterprises.
In her speech, Doctor Zhou Yun of the RC Secretariat briefed the latest development of the Convention context and elaborated the specific contents of Article 5, 6, 10 and 11. In particular, she emphasized the responsibilities and obligations of contracting parties in releasing import decisions and export notifications.
At the Workshop, Senior Plant Protection Officer of RAP/FAO Piao Yongfan delivered a presentation on national pesticide management of Asian countries, and officials of the Chemical Registration Center of MEP and ICAMA reported the RC implementation in China''s chemical and pesticide sectors respectively.
Major discussion topics on the agenda of the Workshop include the responsibilities and obligations of contracting parties to the Convention, the influence of the Convention on China''s pesticide industry, and so on.
Deputy Director-General Gu Baogen of ICAMA attended the Workshop and put forward requirements for the following work in his conclusion speech: to optimize the RC implementation mechanism, to improve the work on RC implementation in pesticide sector, and to intensify the efforts in data collection, aggregation and release, as well as personnel training, in order to facilitate pesticide management and provide guidance for industry development.
