On August 7, 2008, the right day before the opening of Beijing Olympic Games, the last newly-built unit─hydrocracking unit of the refining base at Dalian Petrochemical, was successfully started up at the first try. This represented that China's largest refining base, whose primary and secondary processing capacity totaled 20.5 million tons, being put into full operation.

Construction of the refining base served as an important strategic project in safeguarding China's energy security. The project, being launched since February 2005, has had seven production units and matching plants been completed and put into operation successively, costing RMB 10.7 billion.

Crude oil processing capacity of Dalian Petrochemical has been currently improved by 95%. Now it can process 16 million tons of sour crude every year, rather than just sweet crude in the past. All these efforts have enhanced CNPC's ability to optimize production and built Dalian Petrochemical into a world leading refining and petrochemical company. Since August this year, Dalian Petrochemical will start to process high-sulfur crude from Kuwait, with an expected processing capacity of 10,000 metric tons per day.
