On 1 November, 2017, Standardization Administration of China issued the newly revised Nomenclature and Codes of Pesticide Formulations GB/T 19378-2017, which was officially implemented on 1 May, 2018. According to the new standard, seed treatment formulations are divided into two categories: solid formulation and liquid formulation. More specifically, they are sub-divided into 5 kinds: powder for dry seed treatment, water dispersible powder for slurry seed treatment , solution for seed treatment, emulsion for seed treatment and suspension concentrate for seed treatment.

Seed treatment is made from pesticides (insecticides, fungicides, hormones and fertilizer, etc.) and auxiliary agents as slow-release agents, film forming agents, wetting agents, dispersants, and penetrants after advanced processing. It can be applied directly or after dilution on the surface of seeds, forming a protective film, a pesticide formulation with certain strength and permeability. Since the first formal registration of a seed treatment product was approved in 1985—35% metalaxyl seed dressing, which can help control millet downy mildew, seed treatment has developed for more than 30 years in China.

As of 4 March, 2019, a total of 838 seed treatment were registered in China, accounting for about 2% of all the registered domestic pesticide products.

At present, China has registered six kinds of pesticide seed treatments, among which fungicides account for 45% and insecticide 36%. Fungicides and insecticides combined take the largest share in seed treatments in China.

At present, there are 16 formulation types of seed treatments registered in China, with a high concentration in certain types though. Among them, Flowable concentrate for seed treatment, water dispersible powder for slurry seed treatment and suspension concentrate for seed treatment are the top three, respectively accounting for 78%, 7% and 6% of the total registered amount of seed treatments in China.

As of 4 March, 2019, there have been about 200 kinds of active ingredients in registered seed treatment in China. Among the single formulations, imidacloprid, thiamethoxam and tebuconazole are the most popular active ingredients, accounting for 12%, 10% and 8% of the total amount respectively. As for mixed formulations, carbofuran &middot; thiram, carbofuran &middot; thiram &middot; carbendazim and thiamethoxam &middot; fludioxonil &middot; difenoconazole have the most registrations, accounting for 5%, 3% and 2% respectively.

The development of seed treatment market has been accelerating in recent years, and the output value of domestic market has grown at 8%–10% annually.

A total of 15 crops have been registered on which seed treatments could be applied in China. Corn, wheat, rice, cotton, peanut and soybean are major targeted crops. By now, corn tops the list in terms of seed treatment registrations in China, with more than 300 registered seed treatments can be used on its seed. It is also worth mentioning that in recent years, the number of seed treatments applied to rice seed has been increasing mainly because of planting method changing from seed soaking to direct-seeding.

More than 40 pest and disease targets are registered in China. Among them, aphid, grub, underground pests, thrip and Laodelphax striatellus are the major pests to deal with; head smut, root rot, loose smut, seedling blight and bakanae disease are the main diseases to protect against.

At present, altogether 284 enterprises registered in the seed treatments in China, of which Beinong (Haili) Zhuozhou Co., Ltd. has the most products registered by far.

Currently, the registration of seed treatments in China has the following characteristics—limited number of products, unbalanced product structure, high concentration in formulation type and narrow application scope.

According to the statistics from National Agricultural Technology Extension and Service Centre, treated seeds were used in about 67 million ha. (1 billion mu) planting area in China in 2018.

At present, among the registered seed treatments in China, low-toxic products takes the largest share, accounting for 74% of the total, followed by high-toxic and moderate-toxic products. It is worth noting that out of the 131 new registrations in 2018, 119 are low-toxic products, a rate of nearly 91%. Also, no highly toxic product was registered in 2018.
