The Department of Agriculture and Rural Affairs of Heilongjiang Province publicized the 2021 Heilongjiang Provincial Guidance on Prevention and Control of Major Crop Pests, Diseases and Weeds and Rodents. Major key points include increasing resistance of crops, conducting scientific prevention and control based on monitoring, prediction and indicators, preferentially adopting non-chemical preventive measures, reducing usage of chemical pesticide safely and scientifically, applying pesticide in a safe and normative way as well as appropriately recycling waste pesticide packaging bag or bottles.

The provinces with most production capacities and output of pesticides in China have tightened their thresholds and regulations for the pesticide industry, thus most of the new pesticide production capacities are located in the central and western China rather than in eastern China, the traditional pesticide producing area.

Lianhe Chemical and Lianhetech Yancheng, subsidiaries of Lianhetech, have received the notices from related departments that 9 production lines of Lianhe Chemical and 2 production lines of Lianhetech Yancheng as well as supporting facilities are approved to resume work after debugging. By 19 March, a total of 20 production lines of Lianhe Chemical and Lianhetech Yancheng have resumed operation.

Jiangsu Good Harvest-Weien plans to make its wholly-owned subsidiary, Gansu Yinglong to be responsible for building a new production base in Yindong Chemical Park, Baiyin City High-tech Industrial Park, Gansu Province, and forming the production capacities of pesticide intermediates such as 4,000 t/a phenylhydrazine, 4,000 t/a 4-chlorophenylhydrazine, 5,000 t/a special nitrile (n-butyronitrile, isobutyronitrile and valeronitrile) and 4,000 t/a 1-(4-chlorophenyl)-3-hydroxy-1-h-pyrazole. The new base will undertake more production tasks in the future.

In mid-March, China's ex-works price of butachlor TC remained stable when compared with that of last month. According to market feedback, the supply of butachlor TC currently is respectively tight, thus there is possibility for the price to go up in the future. Research in mid-March showed that most of the butachlor TC are produced by Jiangsu Changlong and Nantong Jiangshan.

The EIA of Weifang Xinlu's 30,000 t/a pesticide and intermediate project (5,500 t/a glufosinate-p facility) is now being released for soliciting public opinion for the second time. The publicity this time is for the 5,500 t/a glufosinate-p facility construction part of the EIA report. Chemical synthesis and biocatalysis methods will be used to produce glufosinate-p in this project.

Under the strategic plan of Nutrichem, the actual controller of South Chemical and Hangzhou Nutrichem, South Chemical has transferred all its pesticide registration certificates to Hangzhou Nutrichem. The transfer is a significant move for the future development of Hangzhou Nutrichem as well as avoidance of wastes of pesticide registration certificate resources after the shutdown of South Chemical.

According to the import and export data from Tranalysis, China exported a total of 10,846.74 tonnes (actual volume) or 8,810.91 tonnes (100% AI volume) of butachlor products to major destinations such as Vietnam, Taiwan, Nigeria, India and Pakistan from Jan. to Nov., 2020.
