Editor's Note
In 2017, environmental regulation is still a key word in the Chinese pesticide industry. As related policies become stricter, thresholds for business operation get higher, forcing producers that failed to meet standards to withdraw from the market while improving competitiveness of the ones in large scale and with complete pollution treatment facilities.
A series of new policies related to pesticide industry came out in April 2017. For instance,
- The new Regulations on Pesticide Administration is to be effective from 1 June, 2017 onwards, as the central government disclosed on 1 April, 2017
- Pesticide registration fee was called off from 1 April, 2017 onwards
- The draft of Plan for Pilot Pollutant Discharge Licensing in Key Industries and River Basins was released by the MEP to solicit public opinions, and will be issued officially in the foreseeable future
- Drafts of five supporting rules, including the Regulations on Pesticide Registration, the Regulations on Pesticide Production Licensing, the Regulations on Pesticide Business Licensing, the Regulations on Pesticide Labels and Instructions, and the Regulations on Pesticide Tests for Registration, were issued by the MOA for public opinions on 5 April, 2017
- VAT on pesticides will be cut to 11%, effective from 1 July, 2017 onwards, as the central government announced
