To improve the plant protection level of disaster prevention and reduction, and strengthen the monitoring, warning as well as prevention & control of major outbreaks of diseases and pests, the Ministry of Agriculture of the People's Republic of China (MOA) released the Opinion on Speeding up the Construction of Modern Plant Protection System on May 22, 2013.
According to the Opinion, the framework of a modern plant protection system shall be preliminary formed in China by 2015. By 2020, the public service system for plant protection shall be fully established in the national, provincial, municipal and county levels to significantly raise the forecast accuracy and the efficacy of prevention & control of diseases and pests as well as the effective utilization rate of pesticides.
With the construction of a modern plant protection system, the national food safety and supply of major agricultural products will be further guaranteed in the future. From a long-term point of view, the modern plant protection system will promote the sustainable development of agriculture in China.
Meanwhile, the conventional sales mode of marketing plant protection products through dealers in China will be impacted unprecedentedly in the future along with the gradual improvement of the modern plant protection system. At present, around half of the domestic pesticides are distributed by dealers. Therefore, it is estimated that the quantity of pesticide dealers will reduce to a great extent in China in the future because agrochemical companies' products will be directly sold to specialized and united prevention & control organizations.
