As the Welsh government enforced the customers to pay the 5p tax on plastic bags since Oct. 2011, Welsh supermarket has given a 90% off for plastic bags recently. Now the Scottish government plans to follow Welsh step, so as to reduce its rubbish volume effectively. Before, the Italian government has implemented the ban of plastic bags since Jan. 1, 2012.
Compared with that in some countries in EU which are actively promoting their environmental protection, the Chinese still sufferd from the environmental pollution made by the overuse of plastic bags, even though the limitation of plastic bag utilization has been implemented in 2008. The insufficient supervision of plastic bags manufacturers and the suppliers by the Chinese government plays the key role in this situation, leading to a fact that it is convenient for the sellers in the retailed market to offer the plastic bags to the shoppers without any punishment. Therefore, in order to change this phenomenon, there is a hearsay that the Chinese government has the potential to promote the ban of plastic bag utilization from some local areas, and gradually spreading around China in the near future. Although it is not confirmed, it can be expected that the biodegradable bags market in China will have a bright future, if the next step of the Chinese government's policy implements.
