China implements increasingly stringent regulations on pesticides since the revision of Regulations of Pesticide Management in 2021. The Ministry of Agriculture and Rural Affairs of China (MARA) lays emphasis on quality, effectiveness and risk control with regard to the review of pesticide registration, prohibiting domestic registrations of pesticides with safety risks and encouraging applicants to file for safe and efficient products and add risk assessment during the application process. In China, the type code "PD" represents full registrations mainly for agricultural use, covering field pesticides (such as herbicides, insecticides, and fungicides), rodenticides, molluscicides, grain storage pesticides, etc.; "WP" stands for pesticides for sanitary use (hygienic insecticide in general); and "EX", first introduced in the Announcement No. 269 in 2020, is for the pesticides registered for export only. Since 2022, full registrations of some field pesticides, such as paraquat, are being gradually converted to export-only ones when renewed. As of 31 Dec., 2024, there were 770 valid pesticide registrations granted for export only, with 118 export-only technicals. Among the renewed registrations approved in 2024, 6 technical products (TC/TK) were changed to export-only ones from full ones, . The active ingredients involved in the change were carbofuran, omethoate and methomyl.

Pesticide registration is an important gateway for pesticide products to enter the market, hence the changes in registraion can, to a certain extent, reflect the current situation and trends in the development of the pesticide industry. According to the statistics from ICAMA, in 2024, China registered 198 new pesticide technical material TC, with 18 change registrations and 800 continuation registrations. The approved pesticides for domestic use feature environment-friendliness, high efficiency and low risk, mainly in the form of renewal registration, and the faster growth of renewal pesticides suggested an ever higher barrier of new registration for pesticide enterprises and stricter environmental protection and safety production policies.

In 2024, The number of TC/TK registrations issued for export use was 33, down 13.16% YoY. Among these export-only registrations of TC&TK products, 27 were newly registered and 6 were changed from full registration. Among them, there were 23 export-only TC/TK pesticides registered as low-toxic.
