| An officer from State
Economic & Trade Committee announced the national plan for pharmaceutical
industry in the year 2001: Industry production value increase 15% over 2000,
industry profit increase 13% over 2000 and sales volume increase 10% over
2000. According to this officer, China will continue to reform the pharmaceutical
industry and adjust the industrial structure. In the same time China will
continue to support some big players in China. China will welcome the investment
in the pharmaceutical industry. China will also improve the medicine distribution

and 7ADCA No Longer as Pharmaceuticals during Import & Export (Last

| China Customs Administration
and SDA issued notice recently to reinforce the management on imported pharmaceuticals.
According to this notice, 6-amino-penicillanic acid (6APA, HS code 29411093)
and 7-amino-deacetoxycephalosporic acid (7ADCA, HS code 29419051) are no
longer treated as pharmaceuticals materials during the import & export,
for they are only the intermediates. They are moved from the catalogue of

| Prescription
Drug Forbidden on the Public Media (Last update: 02/08/2001) |
| SDA publishes the first
list of prescription drugs that are not allowed to be promoted on public
media. The purpose of SDA is to prevent the misleading on the public people
since prescription drugs can only be sold on sight of the prescription from
professional doctors. Powder & injection drug, transfusion and antibiotics
are among the list. These antibiotics include 1. beta-lactam (penicillin,
cephalosporin, other beta-lactam), aminoglucoside, tetracyclimycin, chloramphenicol,
macrolide, lincomycin and other antibiotics; 2. Antituberculosis drugs include
rifampicin, rifamdin, capreomycin, etc.; 3. antifungals like amphotericin

| Biological Technology

| Shaanxi Science Academy
Enzyme Research Institute uses biological technology to extract pancreatin
from animal pancreas. The pancreatin is applying in pharmaceuticals, nutrient
products and functional food. It is expected that this technology will bring
a new industry for Shaanxi Province, making good use of the animal pancreas

| Lukang Focus on

| During the Ninth-Five-Year
Plan , Shandong Lukang Medicine Group has been adjusting the product structure.
Now they are focusing on four main products: antibiotics for human body,
semisynthetic antibiotics, antibiotics for animals, bioengineering pharmaceuticals.
Lukang has finished two main projects during the Ninth-Five-Year-Plan: 1)
penicillin project with 1,000MT/year, part of which have been finished,
including 6-APA, semisynthetic penicillin workshop, preparation building,
7-ADCA, semisynthetic cephalosporins. 2) technical improvement on cephalosporin
series. In the same time, Lukang cooperates with Chinese universities to
develop new products including sodium cephalosporins, sodium salinomycin,

| A Research Project
in Xi'an Rejoy Passed Sanction (Last update:03/10/2001) |
| The research on new
technology to produce erythromycin conducted jointly by Xi'an Rejoy Pharmaceutical
Co. Ltd. and East China University of Technology has passed approval from
SDA recently. It is reported that the fermentation yield can yield to 7,000/L,
which symbolizes that China has improves the technology of erythromycin.

| Pilot Production

| After one year's Lab
test, Shandong Lukang Medicine Group Co. Ltd. has launched to pilot production
stage of apramycin premix, which consists of additive, adhesive and other
dressing materials. Apramycin premix is used as an kind of antibiotics.

| Diazine Phosphate
and Bromophenylnitrile in Zhejiang (Last update: Mar 2001) |
| The pilot production
of diazine phosphate (500MT/year) in Zhejiang Heben Agricultural Chemical
Co. Ltd. has been proved to be successful. They use isobutyronitrile as
starting material. The yield of diazine phosphate is 77.90% (by weight)
on base of the raw material. So far there are two factories in China to
grasp the production technology of this product. The other factory is Zhejiang
Wenzhou Agricultural Chemical Factory. Also it is reported that the 300MT/year
production line of bromophenylnitrile (starting from hydroxybenzoic acid)
in Zhejiang Qiaoben Agricultural Chemical Co. Ltd.has been approved by Zhejiang

| Harbin Pharm. to
Fasten the Development of New Product (Last update:

| During the Ninth-Five-Year,
Harbin Pharmaceutical Group has developed cephalosporin preparations and
composite like cefatrizine, cefradine. Now semisynthetic penicillin and
cephalosporins have been important products in Harbin. Among the total product
value, penicillin product accounts to 28.1%, semisynthetic penicillin accounts
to 26.2% and cephalosporins accounts to 33.6%. It is reported that Harbin
Pharm has the ability to develop bioengineering product, new pharmaceutical

| Shanghai to Set
Target for Medicine Industry (Last update: 02/15/2001) |
| During the Tenth-Five-Year,
Shanghai will focus on the development of biopharmaceuticals and traditional
Chinese medicines. By 2005, Shang will have 5-6 biopharmaceuticals with
annual output value of RMB50 million min. and 3-4 biopharmaceuticals with
annual output value of RMB100 million min. Also, by 2005, Shanghai will
have 10 TCM products with annual output value of RMB1 billion min and to
have 5-6 products with annual output value of RMB50 million min. The total
medicine industry value in SHanghai in 1995 was RMB9.7 billion. In 1999
the total output value of medicine industry climbed to RMB17.3 billion.
It is expected that it will be RMB60 billion by end of the Tenth-Five-Year.

| Tianjin Huayua Biological
Zone has been set up in Tianjin High-tech Industrial Zone. The Huayu Biological
Zone is invested by three companies: Tianjin Haitai Holding Group Co. Ltd.,

Technology Co. Ltd. The Huayu Biological Zone aims on research, pilot production

| Kunming to Build

| Kunming city plans
to use 5 years to build a modern medicine zone. The total investment for
the zone is RMB200 million. According to the plan, Kunming city expects
the zone will bring RMB800 million of production value in the future. The
zone aims to foster 2-3 international famous brands, 10 domestic famous
brands, 2-3 industrial groups with production value of RBM 1 billion/year,
5-6 industrial groups with production value of RMB500 million. It is reported
that Kunming City is now inviting businessmen to open companies in the zone.

| Southern Pesticide

| The important project
in the Ninth-Five-Plan, Sate Southern Pesticide Innovation & Manufacturing
Center (Center), has passed approval from central government. It symbolizes
that China can develop pesticide by its own production technology. The center
is constituted of Shanghai Pesticide Research Institute, Jiangsu Production
Base, Hunan Production Base and Zhejiang Production Base. In the past five
years, the center has consummated from the sides of research, analysis,
test, screening and pilot production and mass production. The sales value

| Enwei to Build Factory
in Hainan (Last update: 01/18/2001) |
| Chengdu Enwei, a famous
pharmaceutical enterprise in China, cooperates with Tongyuan International
Trade Co. of USA to build a new pharmaceutical in Hainan, Hainan Enwei Pharmaceutical
Factory. The construction site is in Hainan Qiongshan. The new factory covers
60-70 hectares. The total investment is RMB56 million. The construction
is to finish in June 2001. The main product in the new factory is Jieeryin
Brand Liquid (20 million vial per year) used to cure colpitis. (Source:

| Hunan Ruiya Biological
Engineering Company has been set up in Hunan Yiyang. The investor is a private
company, Hunan Changfeng Investment Co. Ltd. The newly set up company aims
to produce 3 gene engineering products in the next 3-5 years. The main products
include TNK-TPA (now under pilot production), gene therapy drug for hemophilia
(now under lab production) and therapy drug for malignancy. The total production

| Pyrazinyl Acetone

| The state Ninth-Five
project, pyrazinyl acetone production in Jiangsu Anbang Electronic Chemical
Co. Ltd., has been finished. It already passed the approval from government.
The capacity of pyrazinyl acetone is 20MT/year. Pyrazinyl acetone is a new
