| Tenth-Five-Year
Plan For Ethylene Industry (Last update:

| During the Tenth-Five-Year
Plan China will modify some ethylene facilities including: 1. In 2001,
capacity of ethylene in Yanshan Petrochem. will be enlarged from 450,000MT/year
to 660,000MT/year; 2. In 2002, capacity of ethylene in following factories
will be enlarged: Yangzi Petrochemical(400,000MT/year-->650,000MT/year),
Shanghai Petrochemical (400,000MT/year --> 700,000MT/year), Qilu Petrochemical
(450,000MT/year-->600,000MT/year); 3. In 2004, the ethylene capacity
in Maoming Petrochemical will be enlarged to 800,000MT/year, while

DMF Facility in Zhejiang Qingtian (Last update:

| Southwest Chemical
Research & Design Institute (SCRDI), Wenzhou Yatai Leather Co. Ltd.
and Wenzhou Leatheroid Co. Ltd. signed an agreement to build 30,000MT
production line of dimethylformamide (DMF) in Zhejiang Qingtian Economic
Development Zone. SCRDI provides technology and the latter two province
currency and land. It is expected that the first stage production

| Sanming Melamine
Project Finished (Last update: 02/19/2001) |
| The major project
in Fujian, 13,800MT/year production line of melamine in Sanming Chemical
Co. Ltd. has been finished recently. The first batch of commercial
product is proved to be qualified. The whole facility of melamine
project was introduced from Italy. The total investment of this project

Tianyuan Co. Ltd. has develop a new technology to separate aromatic
hydrocarbon. They have invested RMB20 million to install a production
line of 40,000MT/year. Also they set up a production line of trimethylbenzene
(1,000MT/year). It is reported that the purity of trimethylbenzene

| Isobutyric

Corp Research Institute has successfully developed the separation
technology of isobutyric acid. This technology will apply in the production

to the antidumping cause of acrylates against Japan, USA and Germany,
who are accused to import acrylate to China in low price and damage

Develops Isobutyraldehyde Separation Technology (Last update:

| Jilin Petrochemical
Corp. Research Institute has succeed in developing continuous separation
technology of isobutyraldehyde. They are using double distillation
column during the separation. According to the plan, Jilin Petro.
will build a 2,500MT/year production line of isobutyraldehyde. Part
of isobutyraldehyde is consumed in the 1,000MT/year methylisopropylketone

| Eastman to
Cooperate with Qilu Petrochemical (Last update:

| Eastman and Qilu
Petrochemical Corp signed an agreement to estiblish a joint venture
producing Texanol film formation agent and TXIB plasticizer. The JV
is expect to activate in 2001 and finish in 2003. This is the second
largest cooperation with China after the cooperation with Nanjing
Yangzi Petrochemical to produce petroleum resin for heat melting glue.

| Gaoqiao Petrochem.
Becomes the Largest DCP Producer in the World

| After enlargement
the production capacity of dicumyl peroxide (DCP) in Shanghai Gaoqiao
Petrochem. has reached to 8,000MT/year. Gaoqiao has become the largest
DCP supplier in the world. In Jan to Oct 2000, Gaoqiao has sold 4985.75MT
of DCP, 60% of which has been exported to overseas, sharing 30% of

| MEK Facility
in Fushun (Last update: Jan 2001) |

| The construction
of 25,000MT/year methylethyl ketone (MEK) production line in Fushun Petrochemical
No.2 Factory started in the end of 2000. It is expected that the commercial
production of MEK will begin in April 2002. After production, it will save
over RMB40 million per year for China. At present China has to rely on the
import material. So far this facility is the largest one in China. (Source:

Facility in Shanghai Petrochem. (Last update: Jan

| The 15,000MT/year
surfactant production line in Shanghai Petrochemical Co. has been activated.
This facility is made in Italy. The main products are nonionic surfactants
like polyoxyethylene made from fatty alcohol, alkyl phenol, fatty acid,
fatty amine and glycol. Other fine chemicals include polyglacol, polyether.

| Jinling
Petrochem. Finishes Modification on the Alkylbenzene
Facilities (Last update: Jan 2001) |
| Following
the three times in the history to modify alkylbenzene facilities in 1989,
1992, 1998, Jinling Petrochemical Company began the fourth times to modify
the alkylbenzene facility in the end of 2000. It costs RMB250 million for
the modification. After the modification, the capacity of alkylbenzene reaches
to 100,000MT/year and the capacity of light wax reaches to 140,000MT/year.

Ethylene Project in Fujian Approved (Last update:

| The Sino-American
joint venture project, 600,000MT/year ethylene project in Fujian Meizhou
Bay, has been approved recently. This project will be carried out by Fujian
Oilfining Chemical Co. Ltd., Exxon Mobil, and a Saudi Arabia Company. The
project will be constructed on base of the current Fujian Oilfining Chemical

| Hetong
Enlarge Alkylbenzene Capacity in Nanjing (Last update:

| Hetong
Company decides to enlarge the production capacity of alkylbenzene in Nanjing.
At present the capacity in Nanjing is 100,000MT/year. Hetong decides to
install another production line in the 2003, after when the production capacity
of alkylbenzene will be 250,000MT/year. At the same time, Hetong want to
enlarges its sulfonic acid capacity to 200,000MT/year by 2003. (Source:
