| Precise Management
on Agrochemicals in 2001 (Last update: 12/18/2000) |
| Ministry of Agriculture
put forwards the management precises for agrochemicals in 2001. According
to this statement, the Ministry of Agriculture will focus on the following
areas in the year 2001: 1) To reinforce the management on test method, test
unit and test sample; 2) To reinforce modification on agrochemical industry
structure. In 2001, China will eliminate the production of agrochemicals
that have only four year of expiry, especially those agrochemicals with
high poison; 3) To reinforce the approval system for the registration of
agrochemicals. A new and revised regulation, the Requirement for Registration

| China Limits
Application of Highly Poisonous Agrochemicals (Last update: 11/05/2000) |
| At present, the annual
application of agrochemicals in China is about 0.8-1.0 million MT. But the
industrial structure of agrochemical is not reasonable. About 70% of them
are pesticide. And about 70% of the pesticide is high poisonous ones, threatening
the human life in potential. So the Ministry of Agriculture publishes a
regulation to limit the application of agrochemicals. Some of regulation
include: 1) Suspend the registration on the application of methyl parathion
and parathion in trees. About 125 factories are listed and are requested
to stop the production of methyl parathion and parathion. 2) Stop the registration
of methaimidophos, methyl parathion, monocrotophos, phosphamidon. Those
already registered will be gradually suspended. 3) For the registration
of other kind of agrochemicals, government will gradually limit their application

| 7-ADCA Project in
NCPC (Last update: 12/21/2000) |
| The project of 7-ADCA
by enzyme method in North China Pharmaceutical Corporation (NCPC) has passed
the approved from authority. It is the first time for China to break through
the industrial production technology of 7-ADCA, an intermediate for the
production of cephalosporins. Now NCPC has set up a 225MT/year production

| Largest Production
Base of Transfusion (Last update:12/20/2000) |
| Beijing Shuanghe Pharmaceutical
Co. Ltd. decides to invest capital to Wuhan Binhu Shuanghe Pharmaceutical
Co. Ltd, in order to build the largest production base of transfusion in
Wuhan. In the coming years, these two companies will build jointly a new
production line with 300 million vial per year. It is expected that the
sales value of this project will reach to RMB500 million after the construction.
Now the production of transfusion in Wuhan Binhu Shuanghe is 100 million

| High Purity Diketene

| Shandong Zibo Development
Zone Medicine Chemical Factory has invested RMB10 million to improve the
production line of 3,000MT/year diketene facility. The Zibo factory cooperates
with some research units to improve the cracking technology during the production.
Now they can produce high purity of diketene (97.5%). Diketene is an important
intermediate for dyestuff, synthetic fiber, plasticizer, medicine, agrochemical

| Refined Imidazole
Production Line in Shanghai (Last update: 12/10/2000) |
| The 3,000MT/year Refine
Imidazole Production line in Shanghai Sanwei Fine Chemical Factory has been
set up. The assay of imidazole is 99.5%. Imidazole is an intermediate to
make pharmaceutical and agrochemical. In the past the high content imidazole
(99.5%) is supplied exclusively by BASF. It is reported that the product
quality is the same as that of BASF, after Shanghai Sanwei Fine Chemical
Factory solves the difficulties in the production. Now Shanghai Sanwei also

| Production
Base of Tsinghua Purple Light Pharm (Last update: 12/04/2000) |
| A modern pharmaceutical
production base of Tsinghua Purple Light Pharmaceutical Co. has been built
in suburb of Beijing. This production site is also designed for tourism.
The total investment for the base is RMB150 million, covering over 20 hectares.
The first phase construction consists of 5 production lines and 17 workshops,
producing a various medicines to cure prostatitis, tumor, diabetes, hypertension,
etc. The second phase will be built at the beginning of next year. Another
12 production lines will be installed in the second phase, producing biological

| Central Government
to Support Medicine Industry (Last update: Dec 2000) |
| State Economic & Trade
Committee issued notice recently, regulating the development emphasize on
medicine industry in China. In the future, the central government will focus
on the industrialization of scientific research, supporting gradually the
key projects and some state new products. At the moment the central government
determine to emphasize on the following item: 1) Modernization of TCM; 2)
Biopharmaceutical; 3) Semi-synthetic penicillins, cephalosporins and relative
intermediates;, vitamins and relative key technology. The central government
requires that every enterprise should spend 6% if the total sales value

Co. Ltd. was set up in November 2000. It is based on the former Anhui Fuyang
Pharmaceutical Factory. Now Anhui Huayuan Pharm. becomes a subsidiary of
Shanghai Huayuan Pharmaceutical Co. Ltd., which is one of the top ten pharmaceutical
groups in China and listed on stock. The main products in Anhui Huayuan
Pharm include citric acid (30,000MT/year, capacity next to CCBA) and Yingguang

| Shenzhen Petrochemical
Corp Spike Biopharmaceutical Co. Ltd. signed agreement with PLA Airforce
General Hospital and Tianjin Red Sun Pharmaceutical Co. Ltd. to introduce
the project of GM-CSF and low molecular heparin calcium, respectively. The
total investment for the two projects is RMB12 million. Spike Biopharmaceutical
Co.Ltd. expects to get the New Drug License for the two drugs in the second

| Northern
China Pharm. Becomes a National High-Tech Production Base (Last update:

| Northern China Pharmaceutical
Group is honored as one of the 51 high-tech production bases in China. Two
of their projects, long term research project on gene pharmaceutical and
the project of semisynthetic antibiotics by biological technology, are listed
as innovative projects by State Economic & Trade Committee. During the Seventh-Five-Year-Plan,
Northern China carried out the research on penicillin acetylase by gene
technology. In the Eight-Five-Year-Plan, Northern China carried out the
research on recombined macrophage colony stimulating factor (GM-CSF). Now
they are undergoing the research on recombined buminate and self immunity
therapy drug, PX3. In the past few years, the product species in Northern
China has changed in three side: 1)from sole antibiotics to semisynthetic
drug, gene pharmaceutical and biological pharmaceutical; 2) from bulk pharmaceuticals
to bulk and preparations; 3) from anti-effective drug relying to multiple
products including vitamin, biological agrochemicals, biological animal
remedy, gene pharmaceutical and nutrition. Now there are a few main subsidiaries
in Northern China: Beida Company: focusing on semisynthetic antibiotics;
Jintan Company: focusing on Biological pharmaceutical, gene pharmaceutical;
Ainuo Company: focusing on biological agrochemicals, animal remedy, etc.

Group is undergoing the technical improvement on spectromycin. The investment

Huadong Pharmaceutical Group has been associating with Shanghai Medicine
Industry Research Institute to do research on improving the production technology
of cyclosporin. After three years work, the fermentation yield and fermentation
index (on 20MT fermentation tank) has increased 96.6% and 159%, respectively.
The new technology has been practiced for 9 months and gained good profit.
It is estimated that this technology can save RMB3 million per year for

| The antibiotics for
crops and animal have become competitive products in Lukang Pharmaceutical
Co.Ltd. From the beginning 2000 the company, on one hand, improved and enlarged
its old product line,and, on the other hand, adopted new technology.Till
now the production value of the mentioned antibiotics is RMB41.97 million
and the profit from it is RMB11.47 million.The marketing strategy plays
an important role for Lukang.The company holds many forum and exhibition
on bioantibiotics in Guangzhou ,Shanghai, and build close marketing relationship
with big feed producers such as Dajiang Group, Hope Group and Zhengda Group.
Now the important bioantibiotics in Lukang include salinomycin, tlosin,
which share one third of the Chinese market. They begin to produce sulfate

| Information from Ministry
of Science & Technology disclosed that the sales turnover of gene pharmaceutical
in China will be about RMB2.28 billions this year. The gene pharmaceutical
in China started from 1989. The first one is Interferon aIb. By end of 1998,
there were total 15 gene pharmaceutical available in China. And there are
over 30 manufacturers are engaging in the gene pharmaceutical production.

methamidophos, benzene hexachloride,dichloro diphenyl trichloroethane,
monocrotophos, thimet,acetofenate,Suhua 203, bromomethane,lindane, dibromdchloropropane,
chlordimeform, tetramine, monofluoroacetamine, heptachlor, polychlorinated

Advanced Production Line of Procaine Penicillin in China (Last update:

| The largest production
line of procaine penicillin in China has passed the sanitation recently.
This line is developed jointly by Tianjin University and Hebei Huari Pharmaceutical
Co. Ltd. in 1996. The procaine penicillin from Hebei Huari is uniform in
particle size (5-10um). The overall yield is 2% higher than other manufacturers
in China. So far the production in Hebei Huari occupied about one third
of the total production in China. About 90% of their procaine penicillin
is exported to Japan, Korea, Europe, America, Africa and Middle East. It
is reported that their product occupies about 80% of the Japanese market.

| High-Level
Construction Project in Changchun (Last update Oct. 2000) |
| The most advanced domestic
pharmaceutical plant--Jilin Dongsheng Pharm Co.Ltd., was set up in Changchun.
All the construction of the plant is strictly under the standard of GMP
and FDA. It only took one year to finish the construction. Jilin Dongsheng
Pharmaceutical Co. Ltd. is invested by Changchun Hongda Industrial Group
and Northeast Normal University. The products in this factory include bioproduct,
immunity products, nutrition products, western pharmaceuticals and TCM.
It is expected that the output from this plant will be RMB320 million two
