| SDA
to Formalize the Management on the Registration of TCM Injection (Last
update: June 2000) |
| State Drug
Administration (SDA) published a paper in June 2000, Enforcement on Registration
Management of Traditional Chinese Medicine. This regulation is based on
Drug Administration Law, Regulation on Approval of New Drug, Regulation
on Copied Drug. The main content is summarized as follows: 1) As per the
fact that there are many malreaction to the TCM injection and it is hard
to diagnosis the reason, SDA stated that : - To stop approval of copied
TCM injection - The production of new TCM injection must be based on the
guaranteed supply of TCM. In addition, the finger atlas standard of TCM
and preparation must be set up. - Those manufacturers that have been approved
to make TCM injection must get approval from local provinces or municipal
cities and submit the approval to SDA for filing. This project is to be
finished by 2004. Any manufacturer that has not been approved will not be
allowed to produce TCM injection. 2) After approval the manufacturers must
follow up the provisional standard for copied medicine. The provisional
period is 2 years. Within the 6 months of provisional period, no other application
for copied TCM injection is received. 3) To apply manufacturing license
for those natural medicines that have been approved to import, manufacturers
must do as the following steps: - Those who hold Import Pharmaceutical Registration
License must follow the procedure and requirement for Chinese Medicine New
Type IV; - Those who hold Medicine Registration License must follow the
same the procedure and requirement as for the copied medicine. - After approval,
the registered number of manufacturing license is delivered to the applicant
and the former Medicine Registration License is written out automatically.

| The
Fraction Defective in TCM is the Highest (Last update: Sept 2000) |
| Statistics
from SDA shows that the fraction defective from TCM is the highest among
all the products spot-checked. SDA spot-checked about 7,137 batches of medicines
from 2,832 distributors. Among them the fraction defective rate for TCM
is 5% and the fraction defective rate for pharmaceutical, antibiotics, biochemical

| Modern
TCM High-Tech Service Center Set up (Last update: August 2000) |
| A first
industrial service center aiming at promoting the high technology of modern
TCM was set up in Guiyang TCM Modern High Tech Service Center in July 2000.
This center is made up of Guiyang Medical Plant Garden, Guiyang TCM Science
College, CAS Guiyang Natural Product Chemical Lab, Guiyang Hanfang Pharmaceutical
Co. Ltd. The aim of this center is to introduce the high technology of TCM
production and to accelerate the commercialization, industrialization of

Center of Natural Medicine in Fudan University (Last update: July 2000)

| A few research
institutes and departments in Fudan University jointly set up a research
center of natural medicine. The aim of the research center is to explore
the herb resources in the western part of China. Now they have succeeded
in extracting from plant the paclitexal which is active in curing the tumor.

| Hong Kong
Racing Society sponsored HKD 500 millions to set up a Traditional Chinese
Medicine Research Institute in Hong Kong. The functions of HK TCM Research
Institute include outlining TCM development stretagy, stipulating product
standard of TCM and TCM medicines, initiating and managing the development
of TCM in HK, and cooperating with private unit to research on the TCM.

| Zhongxin
Pharmaceutical Group Co. Ltd. signed contract with France Hamonie Company
to set up a JV in Tianjin, Tianjing Hualong Medicine & Healthcare Product
Co. Ltd. The investment for the first phase is USD9 millions. The JV is
to produce Astragulas injection in China which has to be imported from overseas.

| Wuhan Plant
Institute jointed with Puyang Hongtianwei Pharmaceutical Co. Ltd. to build
a united herb medicine research center. The center is consitute of Herbal
Natural Pharmaceutical Research & Development Base and Herbal Natural Medicine
Industrial Base. It is reported that Puyang Hongtianwei Pharmaceutical Co.

| According
to the statistics, the total export of TCM in 1999 was USD514.55 millions.
TCM raw, patented TCM and herb extracts accounts to 64.7%, 15.1% and 20.2%,
respectively. The total export quantity of TCM raw and patented TCM was
300,000Mt in 1999 while the export quantity of herb extracts was 9937Mt.

Mongolia Go Ahead in the Extract Technology of Seabuck Thorn Oil (last

| China covers about
20 million mu (about 1.33 million hectares) of seabuck thorn plant reservation,
amounting to about 90% of the total area in the world. Inter Mongolia has
plentiful resource of seabuck thorn. The main distribution areas are Wumeng,
Yimeng, Chifeng. The local government pays attention to the development
of the seabuck thorn. Now Intermongolia Kedi High & New Tech Industrial
Company has successfully developed a new technology in the extraction of
seabuck thorn oil---SFE. The capacity of this facility is 500liters. This
indicates that China have made through this technology in large industrial

| Ginkgo-Derivative
Fungicide Has Been Synthesized in Shangdong (last update: May 1999) |
| Pro Shao Mengli in
Shangdong Laiyang Agricultural University has develop a method to synthesize
a kind of fungicide from ginkgo. According to some report, Pro Shao extracts
active substances from the root, stalk, peel, nut of ginkgo. The extract
is powerful in killing bacteria and mould. Pro Shao then react the ginkgo
extract with some chemicals to observe fungicide which is 320-640 times
more power of that of ginkgo extract. This kind of fungicide is extremely
helpful in the pest-killing for fruit trees, vegetable, tobacco and herb

Xixia, the Largest Production Base of Dogberry (Last update: May 2000) |
| Henan Xixia County
produced about 760Mt dogberry in 1999. This county plan to increase the
production of dogberry by 1,000Mt in the next 5 years. It is expected that
about 28% of dogberry will be sold to domestic market while the rest is

Project with SFE Technology(last update: Jan 2000) |
| Using CO2 SFE (superficial
extract) technology to make GBE has been approved by State Economic & Trading
Committee, Ministry of Forest and China Agricultural Developing Bank. This
project is to carried out in Henan Xi Xia Soft Wood Factory. The total investment
for this project is RMB26.5 millions. It is expected that the production
of ginkgo lactone will be 1.5 tons per year after the project finished.
It is reported that apart from GBE, this factory will also produce capsanthin
by SFE technology. The total production capacity of capsanthin will be 21Mt/year.
