Description
Export rebate is widely used in the world as a method to make domestic products competitive among other countries' products in the international markets. China's export rebate adjustments always drew global attention, as China is one of export superpowers in the world, affecting the global markets.
China has adjusted export rebate rate for 4 times both in 2008 and 2009 due to global financial crisis, drawing attention from overseas countries wanting to know what will be in next Chinese export rebate rate adjustment.
By doing an investigation on the China's export rebate system, CCM is trying to know:

Executive Summary
Export rebate is widely used in the world as a method to make domestic products competitive among other countries' products in the international markets.
China began to execute export rebate from 1979 and reformed the export rebate system for many times.
China began to reduce export rebate rate from 2005 to upgrade industry structure. But meeting global financial crisis, China increased export rebate rate in 2008 and 2009 to help the export.
Export rebate rate is influenced by:
- Industry structure upgrade
- International pressure on trade surplus
- Anti-dumping avoidance
- Industry economic environment
- Governmental financial pressure
- RMB appreciation
- Stable employment
It is very hard to forecast when China government will adjust export rebate rate to which extent, but some things for export rebate may be sure in the next few years.
- China will continue to upgrade industry structure
- China will continue to cancel the export rebate rate on high-polluting, high-energy- consuming and resource-dependent products
- China will continue to maintain the high export rebate rate on products with proprietary intellectual property rights or proprietary brand, and high added value products and high-tech products
- China will support the export of culture products and services, and service in key fields
Meanwhile, CCM thinks:
- There is no much space for export rebate rate rise and it may reduce to some extent.
- Labor-intensive industries will have lower export rebate rate.
