Terry Tooby, Advisor to AgChem Industry |
| Terry Tooby, Consultant offering support in regulatory affairs to the AgChem industry, has 27 years regulatory experience and 13 years experience in scientific research on pesticides and other chemicals in the aquatic environment.
Prior to setting up as a Consultant, Terry has been the Director of JSC International Ltd for three years, until a management buyout after which he was Director of Regulatory Affairs.
Before joining JSCI, Terry was Deputy Director of Approvals at the UK Pesticides Safety Directorate then an Agency of the Ministry of Agriculture, Fisheries and Food (now DEFRA). During this time, he built up the specialist sector in the Agency to be one of the best in Europe. He also represented the UK at meetings during the drafting of 91/414/EEC and during the Council discussions on the development of the Uniform Principles.
Terry's research experience is in aquatic ecotoxicology and environmental fate of pesticides. He is a Visiting Fellow of the Chemistry Department of the University of York and a Fellow of the Institute of Biology.

D'Arcy QUINN, Anti-counterfeiting Director, Croplife International |
D'Arcy Quinn, Director of Anti-Counterfeiting in CropLife International, a member of the California State Bar Association based on Europe, began anti-counterfeiting enforcement in 1992 for the French food company Danone.
He was Legal Counsel for the pharmaceutical company Merck & Co in the Middle East and Africa fighting the trade in counterfeit medicines and thereafter became a Director of the Pharmaceutical Security Institute overseeing international investigations and lobbying against the illegal trade of medicines.
During the past seven years he reduced counterfeit Philip Morris cigarettes in Eastern Europe from 17% to less than one percent and oversaw the raids of twenty-two illegal factories counterfeiting cigarettes.
D'Arcy Quinn now works in the pesticide industry protecting their products and the food chain against counterfeits. |

Congcong Ao, Director, CCPIA |
Congcong Ao, Deputy Researcher and Director of Information Center in CCPIA, got the Bachelor's Degree in Shanghai Institute of Construction Materials Industry in 1992 and obtained Master's Degree in Hunan University in 1995.
She worked as Chief Engineer, Deputy Director and Director in Hunan Information Centre of Chemical Industry from1995 to 2005. During that period, she published a number of scientific and technological projects of the national 9th Five-Year Plan (1996-2000) and 10th Five-Year Plan (2001-2005). Besides, she worked as the Chief Editor of New Pesticide and obtained the advanced training certificate of DIALOG's On Line Retrieval of Bibliographic Information Time-Shared in the US .
As Director of Information and Statistic Department in CCPIA from 2005, she is responsible for investigating the industry policy of agriculture, industry alliance planning and Chinese associations' international cooperation and so on. She also serves as the Chief Editor of China pesticide , China Crop Protection Industry Yearbook , China Agrochemicals, and a number of dissertations and research reports, etc. |

Rocky Rowe, Advisor to ECPA, Project Manager, European Anti-counterfeit and Illegal Trade Project |
Rocky Rowe, Advisor to ECPA, Project Manager of European Anti-counterfeit and Illegal Trade Project, has spent over thirty years working in the arena of agricultural plant protection products since graduating in 1972.
In 1982, he was one of several industry experts to work on the original European Regulatory Directive 91/414/EEC and was instrumental in developing concepts for many of its guidelines and their implementation.
He represented Dow Chemical, DowElanco and most recently Dow AgroSciences through the industry associations GCPA and then ECPA as an acknowledged international regulatory expert and is a Past Chairman of the ECPA Chemical Legislation Expert Group.
In 1999, he was appointed as European Public Affairs Director for DAS and as such was responsible for developing and leading the interface for DAS with a wide range of stakeholders from policy makers, the food and supply chains, consumers and other influencers on both agrochemical and biotechnology issues.
In 2003 he retired from DAS and joined CropLife International as International Chemical Policy Manager, representing the global industry interests with FAO, WHO, IPCS, and representing the global agrochemical industry at the Stockholm and Rotterdam Conventions as well as the in the development of policy for SAICM.
In 2006 he was appointed as an Advisor to ECPA and Project Manager for the Anti-counterfeit and Illegal Trade Project. As such, Rocky is the public face of the crop protection industry on anti-counterfeiting across Europe and speaks regularly at conferences, workshops and events related to the crop protection industry on their approaches to counterfeit products and illegal parallel imports. As the ECPA AC expert he represents ECPA in the CropLife International Anti-counterfeit Steering Team.
In 2008, Rocky continues to provide project management services to the ECPA Anti-counterfeit Project Team in addition to working on EU Free Trade Agreements, and a variety of International Chemicals Management Instruments including the Stockholm and Rotterdam Conventions. |

He founded Guangzhou CCM Chemicals Co., Ltd. in 2001 and CCM International Limited in 2006. Currently, he mainly charges the works of development strategy, global networks, investment control and joint ventures in CCM.

Christina Liu, Registration and Regulatory Affairs Manager in FMC Asia Pacific, Inc., got Bachelor's Degree from Northwest Agricultural and Forest University in 1999 and Master's Degree from China Agricultural University in 2007.
She has worked in Agrochemicals Science and Regulatory Committee as Stewardship and in Sustainable Agriculture Committee of Crop Life China for more than 7 years.
Christina has been serving as Registration and Regulatory Affairs Assistant/Manager in FMC Asia Pacific, Inc. since 1999. From 1997 to 1999, Christina served as Registration and Regulatory Affairs Assistant in AgrEvo GmbH.
In 1995, she joined FMC Asia Pacific, Inc. and served as Sales Representative in Shanxi Province for two years. Prior to joining FMC Asia Pacific, Inc, she worked in China Academy of Agricultural Science. |

Jizhong Shen, Manager of AgroDragon in charge of product development and registration, graduated from the Faculty of Applied Chemistry, China Agricultural University (formerly Beijing Agricultural University ) and got Doctor's Degree in Pesticide Science in 1993.
He used to be a teacher in China Agricultural University for several years, and then he worked in Singapore for Sundat(s) Pty Ltd. as Product Registration Manager for one year. After one year's working in Sinochem, he spent five years in Zagro Singapore Pty Ltd. before joining AgroDragon Co., Ltd.
Dr. Shen has published many articles and two books about worldwide pesticide regulations and registration. He mainly focuses on agrochemical products registration in overseas countries and pesticide regulations implementation throughout the world. |

Ziyun Zhang, Vice President of Sanonda International, got Bachelor's Degree in Environmental Chemistry from Wuhan University in 1992.
He joined Hubei Sanonda Co., Ltd. in 1992. From then on, he held a number of positions within Sanonda, covering Technical Head of sewage treatment plant, Senior Chemist of R&D, R&D Manager and Vice President of Sanonda International Department.
During that time, he developed a series of production processes for high efficient and low toxic insecticides such as chlopyrifos, cypermethrin, triazophos and acephate, which are used to replace the high toxic pesticides of methamidophos and methyl-parathion. Besides, he is very good at pesticide registration in foreign markets. |

Wei Li, Professor, Chief Engineer of R&D at Hebei Veyong Biochem Co. Ltd., obtained his Bachelor's Degree in Chemistry in 1985 and Master's Degree in Organic Chemistry from Hebei Teacher's University in1988.
He joined a government department, Hebei Science and Technology Committee after graduating in 1988, responsible for making up the developing plan of chemical industry in Hebei Province and managing R&D projects. During this period he was also a member of Professor Dengping Gu's Research Lab at Hebei Teacher's University.
He joined the Prof. Tsutomu Nonaka's group at Tokyo Institute of Technology in 1995 and obtained Doctor's Degree in Synthetic Chemistry in 1999. Then he studied asymmetric synthesis as a Postdoctoral Fellow under Prof. Andrei Yudin at Department of Chemistry, University of Toronto .
In 2001 he served as a Senior Chemist at Toronto Research Chemical, Inc., where he engaged in R&D in the field of API and finished nearly 2,000 reactions and made 50 new compounds.
In Sept, 2005 he accepted a position at Hebei Veyong Biochem Co. Ltd. His research areas include synthesis of intermediates and pesticides, separation and purification of fermented compounds, and modification of metabolized products. Meanwhile he also concentrates on the R&D of agro-antibiotics as the main product of Hebei Veyong Biochem Co. Ltd. During the past 20 years, he published more than 30 papers and finished 10 industrial projects.

Xingguo Xiao, Professor of China Agricultural University, got Bachelor's Degree from Huazhong Agricultural University in 1981, Master's Degree from University of P & M Curie (Paris VI), France in 1990 and Doctor's Degree from University of West Brittany , France in 1994.
He obtained Post-Doctorate at CNRS-Paris VI, France in 1995 and worked as Collaborative Investigator at University of Udine , Italy from 1998 to 1999 and Senior Visiting Investigator at Plant Biotechnology Institute, NRC, Canada in 2001.
Since 1995, he has obtained research grants from: China's Hi-Tech R&D Project (ˇ° 863ˇ± Projectˇ±) of the 9th, 10th and 11th Five-Year Plan, China's Basic Research Project (ˇ° 973ˇ± Project), Special Project for Transgenic Plant R& D, National Science Foundation of China, National Key-Project of the 9th Five-Year Plan, Chun-Hui Project of the Ministry of Education of China and National Science Foundation of Beijing etc.
He has applied for 12 invention patents, and 6 were patented. Besides, he has separated, cloned and functionally analyzed numerous genes and /or promoters from microorganism and plants and 8 registered in GenBank.
He has developed methods for engineering male sterility in plants, chemically-controlled male sterile/ fertile plants, prevention and elimination of transgene-shift or leakage of transgenic plants as well as biosynthesis of indigo catalyzed by plant and its organs etc.
In addition, he has obtained transgenic plants via Agrobacterium from various plant species such as wheat (both winter-type and spring-type), oil-seed rape, Chinese cabbage, cabbage, tomato, strawberry, spinach, cat's wiskers, woad, Chinese woad, tobacco and arabidopsis etc.
Now he serves as a professor in the Department of Biochemistry and Molecular Biology, College of Biological Sciences , and Principal Investigator of State Key Laboratory of Plant Physiology and Biochemistry, China Agricultural University . He is also a member of the Committee of Plant Cellular Biology and Biotechnology, Chinese Association of Botany. |

Changling Liu, Professor, Manager of Agrochemical Development Department in Shenyang Research Institute of Chemical Industry, Secretary-General of Chinese Pesticide Society, got Bachelor's Degree in Chemistry from Henan University in 1986, Master's Degree from Shenyang Research Institute of Chemical Industry in 1989 and Doctor's Degree from Nankai University Chemistry Institute in 2005.
In 1994, he discovered a fungicide "flumorph" which was launched in China at the end of 1999 as the first Chinese commercial pesticide with intellectual property.
From 1995 to 2004, he had worked at Rohm & Haas Co. and Dow AgroSciences Ltd. for cooperative research program for five times.
He got several awards such as one of the Ten Outstanding intellectuals in Shenyang City (1997), experts entitled to Government Special Allowance (2001), the second prize of National Technical Invention in 2002, Science & Technology Award for Chinese Youth in 2003 and the Member of the National New Century Excellent Talents Project in 2007.
Up to now, he applied for more than 30 patents in China and overseas and half of them were granted already. He also published more than 200 academic papers and several books related to agrochemicals. |

Ziwen Yang, Professor, Chief Expert of Hubei Academy of Agriculture, Doctoral Advisor in Wuhan University , obtained Bachelor's Degree in Agricultural Microbiology from Huazhong Agricultural University in 1984 and obtained Doctor's Degree in Forest Protection from Northeast Forestry University in 1997.
From 1997 to 1999, he engaged in postdoctoral research in Korea Seoul National University .
His scientific achievements have obtained national and provincial awards for 8 times. As an expert with Special Allowance from State Council, he is the Chief Expert of National Excellent Talents Project. Besides, he has won the national title of Outstanding Agricultural Scientific Expert and Top Ten Outstanding Youth in Science & Technology in Hebei .
Currently, he is the Director of Hubei Bio-pesticide Engineering Research Center and has presided over 30 national, provincial and international cooperation projects. His research mainly involves lead discovery from microorganisms, BT insecticide, bio-fungicides, etc. |

Alan was Chief Technical Adviser to the UNIDO Pesticide Formulation Development Project in China between 1993 and 1999. He has edited a textbook on agrochemical formulations and authored many technical papers and reports on new formulation developments, including the use of surfactants, adjuvants and other additives for new products. |
