As a traditional agricultural country, China plays an important role in pesticides production in the domestic, and has become a key pesticide exporter in the world. Nowadays, China can produce more than 400 varieties of pesticides and export more than 400 varieties of pesticides to other countries, among which around 200 are widely produced.



Acetochlor accounts for a large market share among selective herbicides applied in China. It can be used for pre-emergent control of annual weeds and some broadleaf weeds in the fields of corn, cotton, peanut, soybean, etc. There's a decline in the production of acetochlor technical (calculated by 92% technical) in China from 2014 to 2015. But in 2016, the domestic output of the product was sharply increased mainly because of the increasing demand for acetochlor from overseas market in the same year. In 2016, the technical output of acetochlor accounted for only no more than 2% of herbicides' total in China. (All data are calculated by 100% AI.) But in fact, the acetochlor industry has been suffering a serious oversupply in China. In 2014–2016, the national average operating rate of acetochlor technical producers in the country ranged from 23% to 26% annually. During this period, many producers have suspended their production or even exited. It is noteworthy that the number of active technical producers decreased from 14 in 2014 to 8 in H1 2017.



It is well known that if a pesticide is listed in the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade (Rotterdam Convention), its way to international markets will be hindered. In Sept. 2017, acetochlor was short-listed by the secretariat of the Rotterdam Convention, and relevant materials have been submitted to the Chemical Review Committee (CRC). Then, acetochlor was officially listed in the Rotterdam Convention in the 13th Meeting of the Chemical Review Committee (CRC-13) of the Rotterdam Convention held at the end of Oct. 2017.
