Ministry of Agriculture and Rural Affairs issues second edition of emergency plan for ASF 2020

In order to adjust to the new requirement and new situation of the prevention of African swine fever, strengthen control of African Swine Fever and provide a guidance on how to manage African Swine Fever scientifically, the Ministry of Agriculture and Rural Affairs has recently issued a second edition of its emergency implementation plan in response to African swine fever in 2020. Meanwhile, the first edition of the emergency implementation plan for African swine fever has been suspended.

It is clear in the second edition of the emergency implementation plan that any company or individual should immediately report to the local authorities if pigs unexpectedly die, such as the Department of Animal Husbandry and Veterinary, Animal Health Supervision or the provincial China CDC. After learning of cases of pig deaths, local authorities should evaluate whether the cases are considered suspicious. In terms of suspicious cases of African swine fever, the local authorities should take samples for testing immediately. Positive test results should be considered suspicious cases. If the test results from the provincial China CDC are positive, a suspicious case should be considered as a confirmed case.

As for the ASF cases discovered during transportation, illegal transportation of pigs without a valid quarantine certificate should be handled according to the Animal Epidemic Prevention Law of the People's Republic of China. In terms of legal transportation of pigs with a valid quarantine certificate, subsidies for pig slaughter and bio-safety disposal measures will be given by the place of the African swine fever outbreak and the location exporting pigs.
