The Sixth Meeting of China-Kazakhstan Working Group for Jointly Controlling Locust & Other Crop Diseases and Pests was held in Shymkent of Kazakhstan from August 26 to 30, 2013. Chen Shengdou, DG of National Agricultural Technology Extension and Service Center (DG of the Office of Locust Prevention & Control Headquarter of MOA) led the Chinese delegation to attend the Meeting. Other members of the delegation included nine officials from Department of International Cooperation and Department of Crop Production of MOA, National Agricultural Technology Extension and Service Center, National Animal Husbandry Service, as well as Department of Animal Husbandry and Department of Agriculture of Xinjiang Autonomous Region. On the Kazakh side, the delegation was headed by Chairman of National Agricultural Supervision Commission of the Ministry of Agriculture, and composed of officials from Division of Plant Safety, Institute of Plant Safety Evaluation, Prediction & Broadcast, and competent authorities of Shyghys Qazaqstan, Almaty, Ongtustik Qazqkstan, and so on.

  

In a friendly atmosphere, delegates of both sides summarized the work progress in the past two years, communicated locust incidence data and controlling measures in the border area this year, and discussed the trend of locust plague in this region next year. In addition, the delegates reviewed major activities, achievements as well as problems during the implementation of the cooperation program, especially on the prevention and control of locust and other crop diseases and pests over the latest two years, and reached consensus on a joint action plan for future cooperation.

  

It was recognized that authorities of the two countries had fulfilled the agreement on jointly preventing and controlling locust and other crop diseases and pests, and made remarkable headways over the past 11 years. As a result, the border area has witnessed lower frequency of locust plagues and narrowed loss in crop and animal production due to those effective protection efforts. 

  

Through detailed consultation, China and Kazakhstan came to an agreement that from 2014, the China-Kazakhstan Technical Workshop on Jointly Controlling Locust & Other Crop Diseases and Pests will be combined with the Working Group Meeting and convened every two years on a rotary basis. Accordingly, the Seventh Working Group Meeting & Technical Workshop is going to be held in Xi''an of China in October or November 2015. And in the year of 2014 and 2015, the two sides will continue their cooperation including joint surveys and information exchange on locust incidences, and so forth. In order to facilitate prompt response actions against locust plagues in border area, the two sides decided to set up 10 temporary surveillance spots respectively in adjacent counties.

  

The Chinese side donated two sets of field survey equipments as support to Kazakhstan, and promised to provide another eight sets in appropriate time.

Both sides believed that the existing cooperation mechanism has been playing a more and more important role in jointly controlling locust in the border area and safeguarding food security of the two countries. To this end, it would be quite helpful to summarize good practices, achievements as well as shortcomings from the past experience, so as to deepen and broaden cooperation in the future. Based on the bilateral mechanism, the two sides also agreed that it is necessary to invite other neighboring countries of both China and Kazakhstan to join the locust control program. According to the two sides, other neighboring countries could attend the next meeting as observers, and they may work together to find out innovative cooperation modes for all. Besides, It was proposed that the two countries should enhance communication and exchange with FAO on the expertise and cooperation modes of locust control, and request FAO to provide technical trainings, equipment facilities and other forms of support.
