Chinese delegation attends 28th Session of APPPC in Korea

The 28th Session of Asia and Pacific Plant Protection Commission (APPPC) was convened in Jeju of the Republic of Korea from September 23 to 27, 2013. Over 110 participants attended the Session, including delegates from 22 member countries like China, Australia, Bangladesh and Cambodia, delegates from observer countries like Japan and Singapore, as well as representatives from FAO headquarters, FAO Regional Office for Asia and the Pacific, the International Center for Agriculture and Biosciences (CABI) and the Integrated Pest Management (IPM) Program for Asia and the Pacific. The seven-member Chinese delegation was headed by Director-General Chen Shengdou of National Agro-Technical Extension and Service Center of Ministry of Agriculture (MOA), and consisted of experts on phytosanitary, IPM and pesticide management from MOA, the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ), the State Forest Administration(SFA)and Hong Kong Special Administrative Region(SAR).

 

At the Session, APPPC Secretariat reviewed major activities carried out since the last Session. Member countries introduced their development of plant protection respectively. Three APPPC Standing Committees on IPM, Plant Quarantine and Pesticide Management reported their latest progresses in above fields. The Commission approved two new Regional Standards for Phytosanitary Measures (RSPMs) namely Irradiation Facility Permit and Fumigation Facility Permit, and adopted the APPPC Work Plan for 2014-2015 including the budget for the next biennium. The Chinese delegation presented the Report on China Plant Protection 2012-2013, participated discussions on all agenda items, and elaborated its concerns and positions on an array of important issues like the Guidelines for Regulating Wood Packaging Material in International Trade, the Microcyclus ulei(P.Henning)Von Arx., a possible pest list in international seed trade, the application of Phyto eCert, and so on. Yang Puyun, IPM expert and Division Director of National Agro-Technical Extension and Service Center was elected Chairperson of APPPC Standing Committee on IPM.

  

APPPC is an important regional organization responsible for plant protection cooperation in Asia and the Pacific. Its mission is mainly to promote plant protection cooperation among member countries, improve the capacity of monitoring and controlling major plant pests at the regional level, reduce the hazards to agriculture, forestry and ecology, and protect production safety. The Commission convenes at least once for every two years.

 

As of September 2013, APPPC has had 25 member countries including China, Australia, Malaysia, New Zealand, the Philippines, the Republic of Korea, Thailand, Vietnam, and so on, and a number of observers including Japan, Singapore and Bhutan.
