The Forum is a significant initiative for implementing the Bucharest Guidelines for Cooperation between China and Central and Eastern European Countries (Bucharest Guidelines) signed by the state leaders in 2013. Nearly 200 delegates participated in the Forum, representing agriculture, sci-tech and business communities from China and 15 CEECs.

In his speech, Minister Han noted that China and CEECs enjoy profound traditional friendship, solid foundation for further cooperation and increasingly deepening agricultural cooperation particularly in recent years. China and CEECs are facing with important opportunities for rapid development in agricultural cooperation. Furthering bilateral and multilateral cooperation is in line with fundamental interests of all parties.Minister Han expressed his hope to work with CEECs to intensify cooperation at all levels, improve cooperation mechanisms, facilitate two-way investment in agriculture, and promote sustained growth in agricultural trade.

Up to seven ministers and seven vice ministers from CEECs addressed the Forum. Romanian Deputy Prime Minister and Agriculture Minister Daniel Constantin noted in his speech that it is his belief the Forum will create more opportunities for agricultural cooperation between China and CEECs given the strong willingness of CEECs to strengthen such partnership. At the Forum, the ministers also stated that their governments highly value agricultural cooperation with China, and hope to expand agricultural trade and see more investment from Chinese enterprises in their respective countries.

The Forum was initiated by the Ministry of Agriculture of China in 2006 and was successfully organized for eight times in China. With concerted efforts from all parties, the Forum has developed into a higher-level one with improved mechanism and broadened coverage. Incorporated into the Bucharest Guidelines in 2013, it wins great attention and unanimous recognition of the state leaders of China and CEECs.
