China to strengthen glyphosate registration management

  On 8 Oct., 2013, the Institute for the Control of Agrochemicals, Ministry of Agriculture (ICAMA) released an exposure draft about the Advice on Registration Management of Glyphosate and Its Salt Products (hereinafter referred to as the Advice). From the perspective of positive influence, the Advice is expected to be widely accepted by glyphosate companies in China and the clauses in the Advice are also expected to become the formal registration clauses of glyphosate.
   
  The Advice is comprised of three clauses.
   
  1. Registration of various glyphosate salt technical is allowed.
   
  In the condition where the demonstration report provided by a pesticide company shows that action mechanism and metabolism of glyphosate salt technical and glyphosate technical are basically the same, the company need not provide the material about glyphosate salt technical's sub-chronic and chronic toxicology and environmental behavior.
   
  2. Glyphosate formulations are allowed to be registered in their existing form.
   
  According to glyphosate content gradient stipulated in No. 946 Decree and No. 1158 Decree (these two Decrees were jointly released by the China's Ministry of Agriculture of the People's Republic of China and the Ministry of Industry and Information Technology of the People's Republic of China on 12 Dec., 2007 and 25 Feb., 2009 respectively), glyphosate formulations were allowed to be registered in their existing form. It means that each glyphosate content gradients can be registered for different glyphosate salt products, but the company shall mark the content of glyphosate and salt in chemistry materials of the products.
   
  3. When applying for the registration of glyphosate formulations, a pesticide company shall provide the proof of source for glyphosate technical or glyphosate salt technical according to the actual processing technique.
   
  From the perspective of positive influence, the Advice is expected to be widely accepted by China's glyphosate companies and the clauses in the Advice are also expected to be the formal registration clauses of glyphosate. If the Advice turns into the formal registration clauses of glyphosate in China, on one hand, it will greatly stimulate glyphosate companies' enthusiasm for research and development of high active glyphosate salt products as well as expansion of their domestic and overseas markets. On the other hand, the end-users will have more choices with more glyphosate salt products.
   
  Wang, a product registration manager of Zhejiang Wynca Chemical Industry Group Co., Ltd., stated that most glyphosate companies in China will welcome the Advice and the top glyphosate manufacturers in China will surely actively promote the Advice to be formal registration clauses of glyphosate. "The Advice allows the glyphosate formulations to be registered in their existing form, meaning that the quality of different glyphosate formulations can be distinguished more easily,” Wang said. "Besides, high active glyphosate products will improve the competitiveness over other herbicides."
   
  In China, the glyphosate industry's management system remains at a low development stage. One important obstacle is the poor technique in China. One key for ICAMA to bring the Advice now is that China has successful R&D detection method against different glyphosate salts in different glyphosate products.
   
  At present, the national standards on China's glyphosate highlight the detection of glyphosate acid content but not of glyphosate salt content. So if ICAMA's three clauses in the Advice become the formal registration clauses of glyphosate in China, the national standards on China's glyphosate may be modified or even new standards may emerge.
