On 10 Feb., MOA issued an announcement that puts forward 8 measures around spring agricultural production. According to the announcement, departments of agriculture and rural affairs at all levels must ensure timely spring farming while sparing no efforts to prevent and control the pneumonia epidemic caused by the novel coronavirus, so as to lay the foundation for a bumper harvest in the year when China is determined to build a moderately prosperous society in all aspects.

At the beginning of 2020, COVID-2019, a pneumonia caused by a type of novel coronavirus, broke out in Wuhan City, Hubei Province, and then spread across China. The epidemic is continuing, and the Post-Spring Festival migration, a travel rush caused by people returning to their work in big cities, is approaching. Therefore, the challenge of the disease prevention and control will inevitably become more severe. How the epidemic is going to develop is still unclear, but its impacts on agriculture in production, circulation, and sales should be considered in advance.

On 10 Feb., FAO warned the world to be on a high alert for the raging locust swarm, and the invaded countries to prevent a food crisis. Thanks to the natural barriers by the Tianshan Mountains, Kunlun Mountains, and the Himalayas, the African Desert Locust swarms have a low chance of migrating into China. But there is still a possibility that the locust swarm may migrate east from western India, to Myanmar, Laos, and other Southeast Asian countries, all the way to China's Yunnan Province, Tibet Autonomous Region, and Guangxi Zhuang Autonomous Region, and further to other suitable regions in China.

Sichuan Province is at a critical moment against the COVID-19, and also a critical moment for spring farming. According to the Integrated Platform for Crop Seed Management, as of 6 Feb., in Sichuan Province, farmer's purchase of rice and corn seeds had been less than half of that during the same period in normal years. One of the major reasons for that is the supply of seeds has been severely blocked by the epidemic, which, if left uncontrolled, will surely hurt the planting area of the major spring and summer crops, and the supply of summer vegetables. To solve the problem, local agricultural authorities in the province will take varied measures to ensure the supply of seeds according to the severity of the outbreak in different places, and the sowing time of different crops.

The morning of 6 Feb. saw a rise in the stocks in the agricultural planting sector and GMO (genetically modified organisms) concept stocks. In this year's No. 1 Central Document, it's pointed out for the first time that efforts should be made to "implement a national project on protection and utilisation of agricultural germplasm resources". It shows that the country pays more and more attention to the basic research in agricultural biotechnology, which will accelerate the development of germplasm resources. In addition, China believes that seed is to agriculture what chips are to a computer. Some China's agricultural top-level design serves as a foundation for the commercialisation of GM seeds.
