While preparing spring ploughing, local governments are compiling 2021 plans for pesticide and fertilizer reductions and efficiency increase. In Feb., 2021, the Sichuan Provincial Department of Agriculture and Rural Affairs formulated the Key Points of Progressing Chemical Fertilizer Reduction in 2021 of Sichuan Province and the Key Points of Progressing Pesticide Reduction in 2021 of Sichuan Province. On 7 Feb., 2021, Yubei District held a work deployment meeting of chemical fertilizer and pesticide reduction. Early in Jan., 2021, Xiushan County of Chongqing issued the Implementation Plan on Advancing Pesticide Reduction. Looking back to 2020, China had achieved the goals of chemical fertilizer and pesticide reduction and efficiency increase, with usage amounts of chemical fertilizer and pesticide down significantly and utilization rates up obviously. It is planned that the utilization rates of chemical fertilizer and pesticide should be increased by 3% more until 2025, promoting the comprehensive green transformation of agricultural production.

According to the national crop disease and pest monitoring system, and expert analysis, 2021 is expected to see heavy occurrence of major pests and diseases such as wheat stripe rust, fusarium blight, rice plant hopper and rice leaf roller, spodoptera frugiperda, armyworm and corn borer. To minimise losses to the diseases and pests, the Department of Crop Production, MOA formulated the National Action Plan on Protecting Crops from Diseases and Pests in 2021.

On 21 Feb., Document No. 1 of the Central Government in 2021 was released officially, with highlights on the improvement of subsidy policy for corn and soybean farmers, the stability of soybean production through encouraging the growth of silage corn and other quality forage & feed, and optimization of the agricultural trade pattern and implementation of a diversification strategy for agricultural imports, etc.

On 29 Jan., SGC released 2020 MAP Green Development Report. This is the first systematic evaluation on green development of MAP business model since the establishment of the new Syngenta Group China in June 2020. According to the report, green development index of farmers served by the MAP of SGC exceeds that of non-MAP farmers by 33.79%, which means that the former has achieved significant improvement in adopting new agricultural technologies, increasing resource utilization such as water, fertilizer and pesticides, improving agricultural products' quality and reducing agricultural carbon emissions, etc.

Shanghai High Victory intends to form large-scale production capacities of mefenpyr-diethyl, zeta-cypermethrin TC, flonicamid TC, ipconazole TC, cyprodinil TC, 5-(4-chlorobenzyl)-2,2-dimethylcyclopentanone, trinexapac-ethyl TC, mesosulfuron-methyl TC and iodosulfuron-methyl sodium TC in its plant located in Jinshan Fine Chemical Park, Jinshan District, Shanghai Municipality, in order to conform to the national pesticide policy and increase its own core competitiveness.

Zhejiang Wynca proposed to add 12,000 t/a glyphosate AS capacity, 16,000 t/a glufosinate-ammonium AS capacity, and 5,000 t/a glufosinate-ammonium SGX capacity to further expand its production scale and build up its shares in the markets.

In early Feb., 2021, Agriculture and Rural Affairs Department of Jiangxi Province issued a series of announcements, in which grain production is required to be carried out with great efforts in every region, ensuring total gain sown areas to reach more than 3,772,400 ha (56.59 million mu) and total output to reach more than 21.64 billion kg in Jiangxi Province this year. Particularly, early rice production should be focused, ensuring sown areas of early rice of more than 1,200,000 ha (18 million mu) and that of double cropping rice of more than 2,466,667 ha (37 million mu) this year.
