Since June, southern China has been stricken by frequent rainstorms, leaving the average precipitation in many places at the YoY highest since 1981. As a result, agricultural production has been adversely affected. In general, the floods have little impact on the supply of fungicide TC. But the demand for some fungicides may increase after the floods since there is an increased possibility of crop pests and diseases occurring.

Typhoon Hagupit landed on the coast of Yueqing County-level City, Wenzhou City, Zhejiang Province on 4 Aug., 2020. Affected by this, the eastern part of the area south of the Huaihe River experienced moderate to heavy rainfall, with certain portions hit by downpour. The rainy and windy days that came with the typhoon will adversely affect the planting industry animal husbandry and fishery in some areas, by causing crop lodging, facility damage, and flooding. Both Zhejiang Province and Jiangsu Province emphasised the need to adequately prevent and control the main crop diseases and pests after the typhoon to minimise the damage caused by the typhoon to crop production.

According to the information from NATESC at end of July, although a YoY decrease of 3% is expected in the areas affected by corn pests in H2 of 2020, with the nationwide affected areas reaching 560 million mu, it is forecasted that pests will happen at slightly severe level on middle to late stage of corn, a bit more serious than that in normal years but close to that of last year. Specifically, migratory pests such as spodoptera frugiperda, the third generation of armyworm, the second generation of loxostege sticticalis and cotton bollworm will post huge threat to corn production, and there is possibility of corn borer outbreak. The acmes of these pests in corn production areas in northern China will be from late July to late Aug. Corn pests in Hebei Province is becoming exuberant in Aug. Zoucheng City, Shandong Province expects a middle to slightly severe occurrence of pests in middle to late stage of corn. Guangdong predicts a slightly severe level of corn pests in H2 of 2020, with affected areas of 3 million mu.

Shaanxi Meibang said that its factory in the Pucheng High-tech Industrial Development Zone, Weinan City, and the producing facilities and processes are too old for the company to adapt to the changing market demand and tougher environmental standards. Therefore, the company needs to upgrade its existing factory, and producing facilities and processes so as to enhance its core competitiveness. That's the rationale behind its Technology Upgrading and Green Agrochemical Formulation Producing Project. During the project, the existing factory will be upgraded, some old buildings will be demolished, the office buildings will be renovated, and the R&D building will be expanded.

Lier Chemical decided to make its wholly-owned subsidiary, namely Sichuan Lier to be in charge of pilot scale tests of L-homoserine and enzymatically-processed glufosinate-p, in order to meet the increasing market demand and its strategic development demand. Only pilot scale test for new pesticide products but no scaled production will be engaged in the project. The maximum volume of single pilot scale test of L-homoserine will be 600kg, and that of glufosinate-p will be 500kg.

On 14 Aug., the Chinese NDRC and the MOFCOM jointly issued the Agricultural Product Import Tariff Quotas Announcement 2020, detailing the redistribution of import tariff quotas for corn and wheat, etc. Transactions of auctions of corn temporarily stored by the state have been curbed by policy regulations.

On 31 July, 2020, the National Development and Reform Commission and the Ministry of Finance jointly issued the Measures for the Administration of National Commercial Fertiliser Reserves. This document will come into force as of 1 Sept. this year.

Since the beginning of 2020, China's agricultural and financial authorities at all levels have accelerated the implementation of the subsidies for farmers to purchase agricultural machinery, thus supporting spring and summer farming, and consequently, the eradication of poverty. As of 31 July, altogether USD1.64 billion (RMB11.48 billion), or 67.50% of the dedicated budget allocated by China's Treasury have been spent on subsidising the purchase across the country, benefiting 1.21 million farmers who have in total purchased 1.41 million units (sets) of agricultural machinery.

It happened from time to time that pesticide components were detected in goods such as fertilizers and additives produced by non-pesticide manufacturers in recent years for production of agriculture, forestry and horticulture and hidden components were added in pesticide formulation products illegally. What's worse, there were no lack of prohibited high-toxicity pesticides, restricted pesticides, high-activity pesticides with expiring patent protection as well as some cheap pesticides that contained hidden components. Currently, common illegal additions include adding paraquat in diquat and adding pesticide components such as plant growth regulators in fertilizers. As a reply to this problem, MOA stated that compounds of fertilizer and pesticide including fertilizer containing pesticide components should be regulated as pesticides.
