On 24 Nov., the NDRC issued the Working Guidance on Enhancing Protection and Pollution Control of Key Lakes in the Yangtze River Economic Belt, which states that, by 2035, the results of the protection and pollution control work on key lakes in the Yangtze River Economic Belt (YREB) will meet the people's need for a beautiful lake ecological environment, basically match the expected results that are proposed by the Beautiful China Initiative (BCI), and be able to safeguard the high-quality development of the YREB.

On 29 Oct., the MEE issued the Crucial Stage Plan for Comprehensively Controlling Air Pollution in Autumn and Winter of 2021–2022 (hereinafter referred to as "the Plan"). The Plan clarifies the main objectives, specific tasks, and scope of implementation of the control work on air pollution in autumn and winter. Notably, the Plan stipulates that the "Dual Control System", plus policies on replacing production capacity, reducing pollutant emissions in the industrial area, lowering the usage of coal and replacing coal with cleaner energy, should be strictly implemented; projects with high energy consumption and heavy carbon emissions that are not up to relevant environmental standards should be resolutely reformed.
