Hubei Command for Epidemic Control and Prevention announced a notice of promoting resumption of work and production of enterprises in Hubei Province by region and classification.

In early March, the Bureaus of Finance and Agricultural and Rural Affairs of Heilongjiang Province jointly decided to distribute subsidies to the agricultural material producers which resume work during the epidemic period within the province such as fertilizer, seed and pesticide companies, so as to ensure that the spring farming is going on wheel and the farming season will not be delayed.

On 22 March, State Council's JPCM held a press conference to introduce the work that have been done to ensure the supply of agricultural materials. At the conference, the spokesperson said that the agricultural material-related enterprises across the board have started resuming work, which has ensured the supply of the products. But there are still supply shortages in some areas that require precise solutions. Besides, heightened measures should be taken to crack down on counterfeit and inferior agricultural materials. What's more, greater efforts are to be made to smooth the way for the transportation of agricultural materials so as to prevent a shortage caused by impeded transportation.

Due to the outbreak of the COVID-19, the operating rate of difenoconazole manufacturers has remained low in early March. Besides, there's not much stock of difenoconazole on the market. Therefore, the supply is rather limited, driving up the price.

Triazole and strobilurin fungicides have attracted much attention because of a heavy outbreak of wheat diseases and pests in 2020. In late March, the prices of most triazole fungicides showed an upward trend. There are mainly two reasons. First, as the COVID-19 outbreak spreads globally, the import of some raw materials have been restricted. Second, the operating rate of the Chinese manufacturers remains low. Therefore, there is a relatively tight supply of triazole fungicides, leading to a rise in the price. The prices of strobilurin fungicides rose as well, mainly because most of the manufacturers haven't yet resumed production.

In late Feb., Sinochem Agriculture, together with the Zhijiang Municipal Government of Hubei Province, launched a 2-month campaign to help Zhijiang City with spring farming during the outbreak of COVID-19. The campaign aims to keep the virus at bay, ensure the supply of agricultural materials, keep the prices stable, help farmers, and contribute to agricultural and rural development.

MOA released a notice on 13 March, requiring further optimization of examination and approval service so as to help promote the work resumption of agricultural enterprises. It also requires agricultural departments at all levels to provide examination and approval service of high quality and efficiency for the enterprises applying for resumption in the meantime of sticking to the prevention and control of COVID-19, to solve the problems and obstacles lying in the examination and approval of work resumption without delay, in order to promote the work resumption of agricultural enterprises and ensure the effective supply of agricultural materials and ensure safe agricultural production.

It has been nearly 3 months since the COVID-19 was found in Wuhan City. As of early-March, there were still difficulties for companies in Hubei Province to resume work. And the major production capacities of the intermediate of glufosinate-ammonium are located in Hubei Province. Therefore the intermediate was in tight supply due to the limited production, which drove up the price of glufosinate-ammonium.

In late Feb. 2020, manufacturers in many provinces said that they faced shortfalls in MAP and DAP supplies. Nevertheless, CCM estimates that the shortfalls will be replenished within a month as production and logistics recover gradually.

Since Feb. 2020, some regions had showed signals of tight MAP and DAP supplies. However, MAP and DAP prices displayed different price fluctuations. CCM believes that there are two reasons for this difference&shy;——production and downstream demands.

Under the epidemic of COVID-19, most of the domestic insecticide TC prices went up in March, especially that of organophosphorus insecticide TC. The increase in price of organophosphorus insecticide TC resulted from the growing downstream demand and temporary upstream supply shortage. The ex-works quotations of domestic pyrethroid insecticide TC went down slightly in March; rise and fall have been seen in the prices of nicotinamide insecticide TC but prices remained stable generally.

Zhang Yanqiu, director of the Seed Industry Management Department of MOA stated on the press conference of the Joint Prevention and Control Mechanism of the State Council held on 5 March that resumption rate of 362 key seed and agricultural material enterprises reached 92%; 156 pesticide companies have been arranged to responsible for the supply in Hubei Province since there is a demand gap of nearly 2,000 tonnes of pesticides.
