According to the announced released by Department of Agriculture and Rural Affairs of Shanxi Province on 24 March, the 4th variety review meeting of the 7th Shanxi Crop Varity Review Committee meeting was held, on which 18 wheat varieties were examined and approved, based on Seed Law of the People's Republic of China and Measures for the Approval of Key Crop Varieties.

On 3 March, 2020, MOA issued the Plan for High Quality Development of New Types of Agribusinesses and Agricultural Service Providers (Plan), which plans in detail how to achieve high quality development of new types of agribusiness and agricultural service providers, including family farms, farmer cooperatives, and agricultural service providers, and releases the supportive policies and measures. The implementation of the Plan will certainly promote the development of the new types of agribusiness and agricultural service providers, and help further modernise the agriculture industry.

Despite the difficulties the outbreak of COVID-19 has caused to grain transport and spring farming in some areas, spring farming is still well underway across the board, with no major problem occurring.

On 22 March, State Council's JPCM held a press conference to introduce the work that have been done to ensure the supply of agricultural materials. At the conference, the spokesperson said that the agricultural material-related enterprises across the board have started resuming work, which has ensured the supply of the products. But there are still supply shortages in some areas that require precise solutions. Besides, heightened measures should be taken to crack down on counterfeit and inferior agricultural materials. What's more, greater efforts are to be made to smooth the way for the transportation of agricultural materials so as to prevent a shortage caused by impeded transportation.

Zhang Yanqiu, director of the Seed Industry Management Department of MOA stated on the press conference of the Joint Prevention and Control Mechanism of the State Council held on 5 March that resumption rate of 362 key seed and agricultural material enterprises reached 92%; 156 pesticide companies have been arranged to responsible for the supply in Hubei Province since there is a demand gap of nearly 2,000 tonnes of pesticides.

In late Feb., Sinochem Agriculture, together with the Zhijiang Municipal Government of Hubei Province, launched a 2-month campaign to help Zhijiang City with spring farming during the outbreak of COVID-19. The campaign aims to keep the virus at bay, ensure the supply of agricultural materials, keep the prices stable, help farmers, and contribute to agricultural and rural development.

According to the announcement released by the Agriculture and Rural Affairs Bureau of Hunan Province, 121 rice, corn, soybean and cotton varieties such as Qiliangyou 785, Xianyu 1795, Xiangchun 2901 and Xiang X1067 have been approved by the 5th director meeting of the 7th committee member meeting of the Crop Varieties Examination and Approval Committee of Hunan Province.

China has imported 41,712 kg of corn seeds during Jan.–Feb., 2020, with the value of USD583,406, both up sharply YoY. A total of 6,500 kg of corn seeds have been exported by China during Jan.–Feb., 2020, with the value of USD139,750.

China has totally exported 691,604 kg of vegetable seeds during Jan.–Feb., 2020, with the value of USD16,636,528, down by 17.34% and 7.02% YoY respectively. As for import, a total of 780,635 kg of vegetable seeds have been imported by China, with the value of USD11,058,630, down by 3.04% and 20.14% YoY respectively.

On the evening of 11 March, Country Garden Group announced that Country Garden Agriculture completed the purchase of a 80% holding in BGI Agriculture on 9 March, 2020, becoming BGI Agriculture's holding shareholder. Liu Shi, the Vice President of Country Garden Agriculture and the President of Country Garden Seeds, said that BGI Agriculture will become the driver of new variety development for Country Garden Seeds.

In early-March, MOA launched the 100-Day Campaign for Summer Harvest. MOA requires local departments of agricultural and rural affairs to plan fertilising and irrigation, and strengthen weak seedlings during the spring, which is essential for a bumper harvest in summer. Summer harvest leads off the grain production of an entire year, and it accounts for over 20% of a year's total production. Therefore, summer harvest is of great importance for stabilising annual grain production and ensuring a good harvest throughout the year.

On 6 March, NATESC updated the occurrence of spodoptera frugiperda in the early spring. Surveys show that spodoptera frugiperda larvae have been spotted in corn field in 176 counties in 7 provinces (autonomous regions), namely, Yunnan Province, Guangdong Province, Hainan Province, Guangxi Zhuang Autonomous Region, Fujian Province, Sichuan Province, and Guizhou Province, 33 counties more than 2 weeks ago. A total of 50,666 ha (760,000 mu) of field has once been affected by the larvae, 7,466.67 ha (112,000 mu) more than 2 weeks ago. Currently, there is still 37,000 ha (555,000 mu) of field plagued. Some portions of sugarcane field in Guangxi Zhuang Autonomous Region have seen the insect sporadically, and wheat field is temporarily free from the larvae. Adult spodoptera frugiperda have been found in 228 counties in 8 provinces (autonomous regions), namely, Yunnan Province, Guangdong Province, Hainan Province, Guangxi Zhuang Autonomous Region, Fujian Province, Sichuan Province, Guizhou Province, and Jiangxi Province. In particular, there's been a surge in the number of the insect at the border field in Yunnan Province.

Since the end-Feb., Winall Hi-Tech, Shandong Denghai, and Beijing Dabeinong have released their 2019 annual reports. Winall Hi-Tech achieved an operating income of USD165.30 million (RMB1.15 billion), up by 26.82% YoY, and an operating profit of USD13.17 million (RMB91.94 million). Shandong Denghai achieved an operating income of USD119.18 million (RMB832 million), up by 9.29% YoY, and its net profit attributable to shareholders of listed companies totaled USD6.16 million (RMB43.03 million), an increase of 32.28% YoY. Beijing Dabeinong's operating income reached USD2.37 billion (RMB16.58 billion). If DBN9936, the company's corn variety genetically modified (GM) to resist insect and tolerate herbicide, passes the variety review and obtains the license for the production and business operation, the variety is expected to be sown in 13.33 million ha (200 million mu) of field. Gansu Dunhuang registered a negative net profit in 2018. If that remains negative in 2019, Gansu Dunhuang's stocks may be subject to delisting risk alert.
