On 29 Jan., SGC released 2020 MAP Green Development Report. This is the first systematic evaluation on green development of MAP business model since the establishment of the new Syngenta Group China in June 2020. According to the report, green development index of farmers served by the MAP of SGC exceeds that of non-MAP farmers by 33.79%, which means that the former has achieved significant improvement in adopting new agricultural technologies, increasing resource utilization such as water, fertilizer and pesticides, improving agricultural products' quality and reducing agricultural carbon emissions, etc.

The No. 1 Central Document of 2021 (the Document) was issued on 21 Feb., which is the 18th central document for guiding the works in agriculture, rural areas, and rural residents since the 21 centuries. According to the Document, in 2021, the structural reform of agricultural supply side will be further promoted, grain sown area will be remained stable with the output reaching more than 650 million tonnes, the quality of agricultural products and food safety level will be further improved, and the faster growth in farmers' income than urban residents will be assured.

In early Feb., 2021, Agriculture and Rural Affairs Department of Jiangxi Province issued a series of announcements, in which grain production is required to be carried out with great efforts in every region, ensuring total gain sown areas to reach more than 3,772,400 ha (56.59 million mu) and total output to reach more than 21.64 billion kg in Jiangxi Province this year. Particularly, early rice production should be focused on, ensuring sown areas of early rice of more than 1,200,000 ha (18 million mu) and that of double cropping rice of more than 2,466,667 ha (37 million mu).

On 26 Jan., MOA released the Measures for the Administration of Circulation of Rural Land Management Rights (hereinafter referred to as the Measures), which will take effect on 1 March, 2021. Since the pressure to protect arable land is increasing along with the rapid development of industrialization and urbanization in China now, corresponding provisions are made in the new Measures to strengthen arable land protection and keep the red line of 1.8 billion mu of arable land. Specifically, the acts of using arable lands for other purposes except grain-planting or agriculture will be strictly prevented.

It is reported that there will be heavy occurrences of major crop pests and diseases in 2021, posing a direct threat to the security of food production. In order to prevent and risks, minimize the losses and guarantee another bumper harvest, the Ministry of Agriculture and Rural Affairs (MOA) issued on 29 Jan., the National Action Plan on Protecting Crops from Diseases and Pests in 2021 (the Plan). It is emphasizes in the Plan that great efforts should be made to prevent and control crop pests and diseases in accordance with the requirements of early planning, early warning, early preparation, as well as early prevention and control, striving for grain harvest in 2020.
