On 15 February, 2019, the Ministry of Agriculture and Rural Affairs of the People's Republic of China issued the Key Points for Quality and Safety of Agricultural Products in 2019. The document points out that, in 2019, people involved in the quality and safety management of agricultural products shall resolutely follow the "four strictest" requirements put forward by President Xi Jinping, stick to the rural revitalization strategy, deepen the structural reform of agricultural supply side, increase supply of green and high-quality agricultural products, ensure the quality in both production and supervision, guarantee food safety and cultivate trustworthy brands of agricultural products.

On 21 October, 2019, Jiangsu Province released the Notice on National Enterprises Helping 5 Cities in Pairs to Improve Work Safety in Hazardous Chemical Production, in order to deal with the immature safety management system of hazardous chemicals, cultivate safety management teams and strengthen supervision and professional knowledge in emergency management departments. To improve work safety capability in Xuzhou, Lianyungang, Huai'an, Yancheng and Suqian cities, experts will be stationed there and provide technical support.

On 31 January, 2019, China Food and Drug Administration issued the 2019 Sampling Inspection Plan of Food Safety Supervision, pointing out that the frequency of sampling inspections on foods with high risks and poor records on quality should be increased. More attention should be paid to indicators as pesticide/veterinary drug residue, heavy metal residue and biotoxin. Greater efforts should be made in key areas as wholesale markets of agricultural products and places around schools. The plan aims at discovering more food safety problems.

By January 2020, China will have banned or restricted the use of 76 pesticides, 41 of which are banned ones and 35 of which are restricted ones (excluding the banned ones); new registration of 23 pesticides is to be stopped also. It is expected that more and more high-risk pesticide products will be listed as the banned or restricted pesticides in the coming years with the introduction of risk assessment and China's encouragement for safe, high-efficiency and economical pesticides. Enterprises should pay attention to the development of new pesticide products, eliminate high-risk pesticide products, so as to enhance the competitiveness.

On 20 May, 2019, the Opinions of the CPC Central Committee and the State Council on Deepening Reform and Strengthening Food Safety was published. This is the first outline document guiding food safety work jointly issued by these two authorities, indicating that high-toxic pesticides will be prohibited in all edible agriculture products.

On 11 July, 2019, the Ministry of Agriculture and Rural Affairs of the People's Republic of China published the Response to the Advice No. 6566 of the Second Session of the Thirteenth National People's Congress. The advice suggests local governments set specific standards for banned or restricted pesticides. And the Response advocates that it is necessary to strengthen management of and speed up elimination of high-toxic and high-risk pesticides, and promote application of low-toxic and low-risk ones.

On 6 September, 2019, the Ministry of Agriculture and Rural Affairs of People's Republic of China, the National Health Commission and the State Administration for Market Regulation jointly issued the National Food Safety Standard——Maximum Residue Limits for Pesticides in Food (GB2763-2019). The standard will come into effect on 1 April, 2020. It states 7,107 residue limits for 483 pesticides on 356 kinds of food. Compared with the 2016 version, 50 new pesticides and 2,967 new residue limits are compiled in. The number of pesticides covered and residue limits defined surpasses that regulated in Codex Alimentarius, which signifies China's standard in this regard comes to a new high.

On 25 September, 2019, the Action Plan of Controlling Atmospheric Pollution during Autumn and Winter (2019–2020) in Beijing, Tianjin, Hebei Province and Surrounding Areas was released. Officials from the Ministry of Ecology and Environment gave explanations of the specific goals, measures and other issues according to the Plan.

News conference about Reform and Development of Emergency Management in New Era was held by the State Council Information Office of the People's Republic of China on 18 September. Authorities disclose that Advise on Strengthening Management on Work Safety in Hazardous Chemical Production will be drafted, as required by the Central Govornment, to reinforce the management and regulation on hazardous chemicals from various aspects.

On 5 September, 2019, the Ministry of Ecology and Environment of the People's Republic of China released the Directory of National Hazardous Wastes (Revised Draft) (Consultation Paper), which focuses on the wastes with multiple problems in environment management since the 2016 revision. It guarantees the precision of the list by detailing the categories. There are 13 pesticide wastes included in the new document.

The Emission Standard of Air Pollutants for Pesticides Industry (Consultation Paper) was issued on 4 Dec., 2018 by the Ministry of Ecology and Environment. New pesticide enterprises will have to abide by the new standard from 1 Jan., 2019 onwards, but existing pesticide enterprises are given a grace period for rectification and shall follow this standard starting from 1 July, 2020.

On 6 Dec., 2018, Decision of the Ministry of Agriculture and Rural Affairs on Amending Certain Rules and Regulations was published, which took effect from the publication date. The Ministry of Agriculture and Rural Affairs had decided to amend 5 rules, 4 of which involve the administration of pesticides, namely, Measures for the Administration of the Pesticide Registration, Measures for the Administration of Pesticide Production Permit, Measures for the Administration of Pesticide Business Licensing and Measures for the Administration of the Pesticide Registration Experiment. This amendment is to comprehensively remove some regulations unsuitable for current situations. It is aimed at implementing the spirit of the national teleconference on deepening reforms to delegate power, streamline administration and optimise government services and transforming government functions, as well as fulfilling the requirements in the Guiding Opinions of the State Council on Accelerating the Advancement of the Construction of a National Integrated Online Government Service Platform (No. 27 [2018], State Council).

On 2 March, 2019, the Pesticide Management Division of Ministry of Agriculture and Rural Affairs of the People's Republic of China released the Key Points of Pesticide Management in 2019. The document indicates that pesticide is an important agricultural production material, production, supply and safe use of which matter most to ensure securities for food, agricultural product quality and ecological environment, and supervision task of it is very difficult. Covering research and innovation, registration, approval, production, operation, use and future development of pesticide, the document plays an important leading role in the production, operation and use of pesticides in 2019.

On 5 March, 2019, the 2nd Session of the 13th National People's Congress was convened. Premier Li made a report on the work of the government, stating that taxation will be reduced for all industries. The report also points out that China will deepen the reform of value-added tax (VAT). VAT rate will be lowered to 13% in the industries with 16%-rate before, like manufacturing industry; the rate will be adjusted to 9% in the industries with 10%-rate before, like transportation industry and construction industry; as for the industries in 6% level, VAT rate will remain unchanged, but taxpayers will shoulder less tax burden through supporting measures such as granting more tax credit to service industry. Tax system will also be simplified. On 1 April, 2019, the State Taxation Administration officially adjusted the VAT rate of pesticide industry from 10% to 9%.

On 2 April, 2019, Ministry of Agriculture and Rural Affairs of the People's Republic of China issued the Key Points for Green Development of Agricultural and Rural Areas in 2019. The document points out the green development of agricultural and rural areas in 2019 should implement the spirit of the Opinions on Innovating System and Mechanism for Promoting the Green Development of Agriculture issued by the State Office of the CPC Central Committee and the No.1 Document of the CPC Central Committee in 2019, striving to improve the level of green development of agricultural and rural areas in accordance with the requirements of the central rural work conference and the meeting of directors of the National Agriculture and Rural Affairs Department, so as to give full play to the leading role of green development in rural revitalisation.

On 19 March, 2019, the Ministry of Agriculture and Rural Affairs of the People's Republic of China published the Key Points for Promoting Green Development in Agricultural and Rural Areas Along the Yangtze River Economic Belt in 2019. The document points out 2019 is a critical year for full implementation of what outlined by President Xi Jinping at the symposium on in-depth promotion of the development of the Yangtze River Economic Belt, as well as an important period to fight for the protection and repair of the Yangtze River. In accordance with the work arrangement made by the leading group for the development of the Yangtze River Economic Belt and the Implementation Opinions of the Ministry of Agriculture and Rural Affairs on Supporting the Green Development of Agricultural Rural Areas in the Yangtze River Economic Belt, work priorities have been set.
