On 22 Sept., the NDRC issued it analysis of the high prices of pesticides and fertilizers, and said that these 2 products are important means of production for agriculture and are vital to people's livelihood. Controlling their prices within reasonable ranges plays key role in guaranteeing the earnings of farmers and the enthusiasm for planting food crops and national food security. Therefore, it is necessary to ensure the normal productions and supplies of raw materials to produce pesticides and fertilizers.

This article provides ex-works prices of glyphosate products, related intermediates and raw materials in the first half of Sept., 2021. These products include glyphosate TC, glyphosate 41% IPA, glyphosate 50% SP, glyphosate 62% IPA, glyphosate 75.7% WSG, glycine, IDAN, DEA, PMIDA, yellow phosphorus, phosphorus trichloride and isopropylamine.

From mid-Aug., 2021 to mid-Sept., 2021, the ICAMA approved altogether 19 glyphosate products for registration. All of them are formulations, among which compounds feature prominently. Currently, compounding with other herbicides has become where glyphosate is going.

Under the Dual Control Policy on energy consumption and energy intensity in China (Dual Control Policy), the ex-works price of glyphosate TC increased sharply in Sept. Specifically, the ex-works price soared by as much as 40%, from USD7,730/t (RMB50,000/t) in early Sept. to USD10,823/t (RMB70,000/t) in late Sept. The major driving force of the price hike of glyphosate TC was the increase in ex-works prices of its main raw materials. Besides, the supply of glyphosate TC has been negatively impacted by the wave of power rationing and production restriction in multiple areas across the country. As a result, gyphosate TC was further in short supply, and the ex-works price continued to rise.

Restricted by the supply of raw materials and energy, Chinese glyphosate TC producers have successively lowered their operating rate in mid to late Sept, with some even having halted production altogether. The average operating rate of the major glyphosate TC producers in China dropped to merely 48%. Both the buyers and the suppliers on the glyphosate TC market were worried about the situation.

According to the import and export data from Tranalysis, in May, 2021, Chinese glyphosate was mainly exported to 20 destinations including Brazil, the United States, Indonesia, Argentina, Nigeria, and Ghana. Those destinations imported a total of 52,154.31 tonnes (actual volume) of glyphosate from China, or 35,228.30 tonnes (100% AI volume).

In Sept., the ex-works price of yellow phosphorus in China soared again due to dramatically reduced operating rates in main producing areas and tighter supply. In Yunnan Province, yellow phosphorus producers had low productivity and short supply due to the dual control policy. Guizhou Province saw a higher operating rate, which was not optimistic, however. In Sichuan Province, the yellow phosphorus supply was short due to local environmental protection inspections. In H1, domestic yellow phosphorus production fell dramatically compared to a year earlier due to various factors. It is predicted that recovery is hard to see in H2 as short-term operating rates will hardly rebound; as a result, yellow phosphorus production for the year is expected to show a downward trend compared with 2020.

During Aug. to Sept., power supplies were rationed in multiple areas around the country, which obviously had negative impact on the industrial production. In response to this, on 16 Sept., the NDRC issued the Plan for Improving Dual Control System of Energy Consumption Intensity and Total Amount (the Plan). Flexibility and rationality of the dual control system of energy consumption were improved in the Plan, thus the system can better take into account both carbon emission reduction and economic growth. From the perspective of policy keynote, to control the projects of high energy consumption and high pollution remains to be the priority of the work for environment and resource protection of local governments and the central government. Under such a backdrop, the Plan put forward a series of measures for flexible management. Let's wait and see if it will promote local government to relax the supply of power.

As of mid-Sept., the ex-works price of yellow phosphorus in China increased by more than 25% compared with that in the end of Aug. The main driving force of the price hike was the low operating rate of yellow phosphorus manufactures which came at a time when the downstream demand for yellow phosphorus went up during peak production season. The shortage of yellow phosphorus has worsened. Since the current situation is not favourable for the producers to raise up production, it's highly likely that the ex-works price of yellow phosphorus will continue to rise in the short term.

Overseas media reported in early Sept. that due to Hurricane Ida, the Luling Plant of Bayer at St Charles Parish, Los Angeles, US suffered production disruption, with glyphosate production suspending temporarily. The coming peak season for glyphosate TC procurement is expected to further push up downstream demand, which will boost the ex-works price of Chinese glyphosate TC. Raw materials will also help the price markup in domestic glyphosate TC. Coupled with the concern about production limit in the heating season and restricted transport during the 2022 Winter Olympic Games, Chinese glyphosate TC producers raised their operating rates this month. The peak season for China's glyphosate TC procurement is likely to begin early and end early.

Several subsidiaries issued announcements on the gratuitous transfer of shares. This means that the merger between these 2 corporations is being accelerated.
