Description:
Background: China is the largest production country of
paraquat
in the world, with the capacity of nearly 180,000 t/a (42% TK equivalent), accounting for over 60% of the global total. In recent four years, about 20,000 tonnes of paraquat (42% TK equivalent) has been consumed domestically per year, with the rest exported to the world. Although paraquat is widely used in the world, it is also being restricted in many countries because of its fatal toxicity. In the past, paraquat was applied in the form of AS formulations only. In April 2012, the Ministry of Agriculture, Ministry of Industry and Information Technology and General Administration of Quality Supervision, Inspection and Quarantine of China jointly released the No. 1745 Notice, stipulating a series of restrictive management measures on paraquat, including stopping approval of new manufacturers, production permits and registrations of paraquat TK and formulations since 24 April, 2012, forbidding production (except for export) of paraquat AS from 1 July, 2014, and banning the sales and application of paraquat AS in the domestic market from 1 July, 2016. The market gap is to be filled by substitutes. Key substitutes for paraquat AS include non-AS paraquat formulations, glyphosate, glufosinate
ammonium
and diquat. To cope with the ban, some domestic paraquat producers such as Nanjing Redsun Co., Ltd.,
Shandong Luba Chemical Co., Ltd.
and Shandong Kexin Biochemical Co., Ltd. are developing non-AS formulations including GW and SG and constructing production facilities. The cost of new formulations will be much higher than that of AS, because of high requirements for the production units and plants—control of bug dust generated from production of SG formulations and more production courses and higher package cost for GW formulations. Therefore, farmers' weeding cost by using new formulations will also be higher than that by paraquat AS; some may turn to substitutes for the product. Some
herbicide
producers have started to promote other substitutes. For example, Zhejiang Yongnong Chem. Ind. Co., Ltd. is making great efforts to promote Baisudun (glufosinate ammonium 200g/L AS) in southern China and the sales volume increased rapidly from 600 tonnes in 2012 to about 2,000 tonnes in 2014, and some companies like Guangdong Zhongxun Agri-science Corporation and Nanjing Redsun have brought diquat formulations.
