Zhejiang Heben to invest RMB 1.6 billion for pesticide production base in Nanchong, Sichuan 07-25-2020

On June 3, 2020 at 9 a.m., Zhejiang Heben Pesticide and Chemicals Co., Ltd. (Zhejiang Heben) underwent a groundbreaking ceremony for its subsidiary company Sichuan Heben Crop Protection Co., Ltd. (Sichuan Heben). This ceremony marked the official beginning of the construction of a chemical production base for Zhejiang Heben in Nanchong, Sichuan, and was an important milestone for the company.


Sichuan Heben is located in the Economic and Technological Development district of Nanchong, Sichuan, and the estimated total investment for the establishment of the Sichuan Heben chemical production base is approximately RMB 1.6 billion. The production base is expected to have a production capacity of 55,000 tons of agrochemicals per year, as well as 4,500 tons of reaction intermediates, which altogether can be sold for a gross total of RMB 5 billion. Preliminary estimates show that the production base should be able to begin provisional operation by February, 2021.


New production base to make Zhejiang Heben a leader in agrochemical production

At the groundbreaking ceremony, the CEO of Zhejiang Heben stated that the company has been a leader in the industry for over 20 years through its technological innovation and its commitment to constantly becoming stronger, bigger, and better. The new production base in Nanchong, Sichuan is designed according a high standard, and the new production base will improve the overall industrial distribution, sustainable development, and core competitiveness of the company.


The new production base is planned to include 13 new production workshops for producing 13 types of agrochemicals. Among these agrochemicals are disinfectants such as metalaxyl, metalaxyl-M, fentin acetate, triphenyltin hydroxide, and others. Among these agrochemicals are also herbicides, such as clomazone, pendimethalyn, oxyfluorfen, and others. Finally, among these agrochemicals are also chemicals for killing insects and other arthropods, including propargite, hexythiazox, and two reaction intermediates: 4-cyanophenol and 1, 2-neopentyl glycol.


Production plant has already received approval from environmental authorities

Currently, Zhejiang Heben’s report for the environmental impact of the new Nanchong, Sichuan production base has already been examined by local authorities and received approval. On March 3, 2020, the Ecological and Environmental Office of Sichuan Province approved and publicly announced Zhejiang Heben’s environmental impact report for the new production base, which plans to produce 2,500 tons per year of agrochemicals, along with 4,500 tons per year of reaction intermediates.


The plan for the new production base has obtained approval and licensing from the Nanchong Committee for Development and Reform. The production base will occupy approximately 2,700 acres of land, and the Nanchong, Sichuan Economic Development District Bureau has already approved a plot of land for the project, and has agreed to allow the production plant to be part of the district. The Nanchong, Sichuan Economic Development District Bureau has already carried out an environmental impact assessment for the production plant and has determined that the project meets the local environmental rules and regulations. A total of RMB 1.02 billion has already been invested in the project, with RMB 76.5 million used for environmental protective measures.
