Earlier, the Ecological Environment Bureau
of Yizheng, Yangzhou City, Jiangsu Province unveiled updates on the relocation
of Youth Chemical Production Plant in the Yangzhou Chemical Industry Park of
Dalian Road, Yizheng, Yangzhou City, Jiangsu Province. Youth Chemical began the
relocation in early July and the relocation is still in progress. It is worth
noting that Youth Chemical has maintained a stable production of 30,000 tonnes
of glyphosate TC each year from its A1 factory production facility, free from
local policy requirements for suspension of manufacturing and relocation.
A spokesperson of Youth Chemical said that
the Dalian Road Plant was required to relocate completely by the end of 2019 in
accordance with the Implementation Plan for Launching Special Campaigns of “Two
Reductions, Six Renovations, and Three Improvements” in the Yangzhou Chemical
Industry Park. In early July the relocation is still in progress. CCM finds
that, in addition to the production plant in Dalian road, Youth Chemical owns
another factory on A1 parcel (A1 factory), in the east of Jingyi Road and in the
south of Weisan Road of the Yangzhou Chemical Industry Park. The factory is
outfitted with a 30,000 t/a glyphosate TC production device. To date, the
factory has maintained a stable production, free from local policy requirements
for manufacturing suspension and relocation.

Chemical is one of three fine chemical subsidiaries by Yangnong Chemical
Youth Chemical was founded in 2003 and is a
subsidiary of Jiangsu Yangnong Chemical Co., Ltd. (Yangnong Chemical) which is
an enterprise producing pesticides, chlor-alkali as well as fine chemicals.
Yangnong Chemical is the largest production base for pyrethroid, a late-model
biomimetic pesticide in China. Products such as chlorination products of
nitrobenzene, epichlorohydrin, and pyrethroids for farm and health are in the
lead in the market and are well known in the world. The amount of annual profit
in Jiangsu Yangnong Chemical Group Co., Ltd is over RMB 350 million, and the
company now owns three fine chemical industrial bases with complete equipment.
The Youth Chemical’s plant in Dalian road
owns a capacity of DV Methyl chrysanthemate (1,000 t/a), cypermethrin (500
t/a), permethrin (50 t/a), lambda-cyhalothrin (1,500 t/a), deltamethrin (50
t/a), dicamba (1,000 t/a), and methyl 3,3-dimethylpent-4-enoate (2,400 t/a).

Chemical has launched several glyphosate production projects since 2007
In late April 2015, Youth Chemical
relocated its dicamba and methyl 3,3-dimethylpent-4-enoate production lines in
the plant in Dalian road due to some internal causes and Jiangsu Youjia Crop
Protection Co., Ltd. (Jiangsu Youjia), Yangnong Chemical’s subsidiary, owns
identical facilities in the Yangkou Chemical Industrial Park of Rudong Coastal
Economic Development Zone of Jiangsu Province.
The A1 factory is the second production
base of Youth Chemical and is mainly engaged in the production of glyphosate TC
(30,000 t/a via IDA-process) and related products. Since 2007, Youth Chemical
has launched several glyphosate production projects in the A1 factory, such as
a 30,000 t/a glyphosate TC project, a 2,000 t/a acetonitrile project, an
adjustment project regarding byproduct salt production via evaporation of
glyphosate TK and PMIDA, as well as a dilute formaldehyde recycling and utilization
technological upgrading project. Additionally, Youth Chemical has built
facilities for electricity & water supply, as well as wastewater treatment.
